At the same time, officials said supply for the next planting season was sufficient, while warning that higher prices and delivery risks remained concerns.
What the Philippines’ fertilizer talks actually show
The clearest distinction is between existing sources and potential partners. In March, the Department of Agriculture (DA) said it was in contact with China, had engaged India and Russia, and planned to speak with Belarus. In June, the government described fertilizer imports as a possible area of cooperation with Russia, while the DA reported procurement discussions with Egypt. These statements document contacts and exploration—not completed contracts.
The reports do not state that the discussions produced signed agreements. They also do not provide comparable contract volumes, prices, or delivery schedules for the countries under consideration. It is therefore not possible to rank prospective suppliers by cost or reliability from these announcements alone.
Where Philippine fertilizer was coming from, according to 2026 reports
Government statements described different layers of the supplier picture, depending on the date and product. On March 25, President Ferdinand Marcos Jr. named Indonesia and China as current sources of fertilizer. A DA report published April 1 said the bulk of fertilizer came from Indonesia, Brunei, Malaysia, China and Vietnam; it separately said ammonium sulfate was imported entirely from China and Japan.

These statements are not necessarily contradictory: one is a shorter list, while the DA report describes a broader group and distinguishes ammonium sulfate from fertilizer imports overall. Neither should be treated as a complete, current inventory of Philippine supply.
Supply availability and fertilizer prices are separate questions
On March 18, the DA said more than 80 percent of fertilizer requirements through September had been secured. The same report warned about delivery risks and rising global prices. It said urea could possibly reach USD 800 per metric ton if tensions in the Middle East escalated further; that was a conditional projection, not a reported market price. The DA’s March 18 account

On March 25, Marcos said, “As of today, we have sufficient fertilizer supply for the next planting.” The statement addressed near-term availability at that time; it did not guarantee future supply or stable prices. In an April 1 report, Agriculture Secretary Francisco P. Tiu Laurel Jr. said, “I reviewed all the figures on where our fertilizer comes from… supply is not the issue—it’s really the price,” reflecting the DA’s characterization of the challenge in that account.
What was reported about China, Russia and Egypt
China: an existing source and a possible efficiency partner
China appeared in the March and April reports as an existing source of fertilizer, including the reported source of ammonium sulfate. The DA also said China offered to share techniques intended to reduce fertilizer use. That is a reported offer, not evidence that the methods have been adopted or shown to reduce costs for Philippine farmers.

The same DA report discussed biofertilizer and field tests. It relayed Agri Specialists Inc.’s estimate that one kilogram of its featured biofertilizer could replace two 50-kilogram bags of urea-based fertilizer. This is the company’s estimate as reported by the DA, not an independently established equivalence or general recommendation for crop use. Read the DA account
Russia: prospective cooperation, not a reported fertilizer contract

Egypt: feasibility work and manufacturer information
On June 24, the DA reported discussions with Egypt about fertilizer supply. Egyptian officials were expected to provide a list of manufacturers, while the DA was conducting a feasibility study. This shows procurement exploration, not a confirmed purchase or delivery. DA report, June 24, 2026
India and Belarus: contacts and planned discussions
The DA’s March 18 account named India and Russia as countries it had engaged, said it was in contact with China, and said it planned to speak with Belarus. It did not announce signed supply contracts with India or Belarus. DA report, March 18, 2026

What is still unknown
- Whether any of the March or June initiatives resulted in signed fertilizer agreements.
- The terms, quantities, prices, and delivery schedules of any resulting contracts.
- Whether the discussions changed fertilizer availability or costs for farmers.
- The Philippines’ fertilizer inventory or supplier mix as of October 2026.
The official statements are time-bound snapshots from March and June 2026, not an October inventory or contract update. A historical DA report also described fertilizer talks with Russia and Southeast Asian countries in 2022, but that earlier account does not establish the outcome of the 2026 discussions.
