Not as a blanket rule. In 2020, Xbox CFO Tim Stuart said Microsoft wanted Bethesda games to offer a “first or better” experience on its platforms, but explicitly said he was not making an exclusivity announcement or confirming that games would be pulled from other platforms. That statement did not settle where any particular Bethesda game would be available.
What did “first or better” mean?
Tim Stuart made the remark at the Jefferies Interactive Entertainment Virtual Conference on November 12, 2020, while discussing Microsoft’s acquisition of Bethesda parent company ZeniMax and whether Bethesda franchises would remain on competing platforms. He described Microsoft’s aim to make Bethesda content especially attractive on Microsoft platforms, including through Game Pass—not a definitive platform decision for every future release.
As reproduced by Gematsu, Stuart said Microsoft had no intention of “just pulling all of Bethesda content out of Sony or Nintendo or otherwise.” He then said it wanted the content to be “either first or better or best or pick your differentiated experience, on our platforms.”
Stuart clarified: “That’s not a point about being exclusive,” and said, “I’m not announcing pulling content from platforms one way or the other.” He also described Game Pass as one way Bethesda content could show up best on Microsoft platforms. Ars Technica’s report covers the conference context.

Does that mean Bethesda games will come to PlayStation?
No blanket promise follows from Stuart’s remarks. He said Microsoft did not intend to remove all Bethesda content from Sony or Nintendo platforms, but he did not guarantee that every game would be released on PlayStation or another competing platform. Nor did he announce that every Bethesda game would be an Xbox exclusive.
The statement was a broad platform strategy, not a title-by-title release list. To know whether a specific game is coming to PlayStation, check that game’s current official platform listing or a direct announcement for the title.

Why check each game separately?
The 2020 comment does not establish a permanent rule for every Bethesda franchise. For example, GamesRadar+ reported in a 2026 overview that The Elder Scrolls VI still had no officially confirmed platform list, while Starfield later appeared on PlayStation 5. As one title-specific example, Xbox’s official Starfield page names Bethesda Softworks as publisher, lists Xbox Series X|S and Windows, and describes Game Pass availability. That listing applies to Starfield; it is not a platform statement about other Bethesda releases.
