His main annual budget was for 2003–04, presented on 28 February 2003; before the 2004 general election, he also presented an interim budget for 2004–05. The annual budget set out a five-part policy agenda, while the later interim budget sought temporary spending authority to keep government operating during the election transition.
Singh’s tenure and the two budgets
The Department of Revenue’s official ministerial list records Singh as Union Finance Minister from 2002 to 2004 (Department of Revenue: former finance ministers). In his interim-budget speech on 3 February 2004, Singh said he had been given responsibility for the Ministry in July 2002 and had served for about a year and a half (Ministry of Finance, 2004 interim-budget speech). That is the basis for describing his tenure as short; it is not a precise day count.
Singh presented the 2003–04 Union Budget on 28 February 2003. He called it the sixth successive budget of the NDA government and organized its agenda around five “Panch Priorities” (Ministry of Finance, 2003 budget speech). His second budget presentation, in February 2004, was interim rather than a standard annual budget.
The 2003–04 budget’s five priorities
Singh introduced the priorities as the framework for addressing the country’s economic and social concerns. The speech linked them to one another, rather than treating them as separate programs.

1. Poverty eradication and people’s lifetime concerns
The first priority combined poverty eradication with needs Singh described as “life time concerns”: health, housing, education and employment. He framed poverty eradication as both a moral and an economic concern. These were stated objectives, not proof in themselves of results.
2. Infrastructure development
Infrastructure was presented as a foundation for economic activity and an engine for industrial recovery. The budget’s framing connected investment in infrastructure with broader development rather than treating it as a stand-alone spending category.

3. Fiscal consolidation through tax reform
Singh described fiscal consolidation as necessary for sustained growth. The approach included reforming indirect taxes and reducing what the speech called budgetary drags. Among the announced measures were changes to excise duties and service tax, alongside the planned introduction of state-level value-added tax from 1 April 2003.
4. Agriculture and related concerns
Agriculture was identified as an area for renewed progress, with irrigation among the related concerns. The budget treated agricultural development as part of its broader poverty and growth agenda.

5. Manufacturing, exports and reform
The fifth priority was to improve manufacturing efficiency, promote exports and accelerate reform. In the speech’s account, these aims complemented infrastructure development and the wider effort to support growth.
Tax proposals and state-loan swap
The 2003 speech gives concrete examples of the tax changes proposed by Singh’s budget. These are proposals as stated in that speech; the speech alone does not establish their final statutory form or implementation.

- Service tax: The general rate was proposed to rise from 5% to 8%. The speech also proposed extending input-service credit across service categories.
- Customs duty: The peak rate was proposed to fall from 30% to 25%, with agriculture and dairy products excluded from the reduction. Singh described this as part of continuing rate rationalization.
The speech also proposed a voluntary swap of high-cost loans made by the Centre to states. Singh said that, of states’ total Rs 2,44,000 crore debt to the Centre, a little over Rs 1,00,000 crore carried coupon rates above 13%. He estimated that the swap could save at least Rs 81,000 crore in interest and deferred repayments over the remaining loan maturities (Ministry of Finance, 2003 budget speech). These amounts and the savings figure are speech figures and an estimate, not a verified account of realized savings.

On 3 February 2004, before the May general election, Singh presented an interim budget for 2004–05. He described it as a request for a Vote-on-Account so the government could meet essential expenditure during the first four months of the fiscal year. The speech included full-year estimates and the Annual Financial Statement, but said these could be revised when a regular budget was presented. Singh also said the existing tax structure would continue “for the present” (Ministry of Finance, 2004 interim-budget speech).

That distinction matters: the interim presentation provided continuity through an election period; it was not the same kind of policy-setting annual budget as the 2003–04 presentation. The 2004 speech estimated the fiscal deficit at 4.4% of estimated GDP for 2004–05. That is the estimate stated in the interim-budget speech, not an independently verified final outcome.
After the election, the Congress-led UPA government took office and P. Chidambaram took over the finance portfolio, according to the Press Information Bureau (Press Information Bureau).
What the record establishes
The official speeches show the agenda Singh set out in 2003 and the temporary spending authority he sought in 2004. They do not, on their own, establish how every proposal was enacted, what its eventual effects were, or provide an independent overall scorecard of his performance. A claim about policy legacy or realized outcomes would require evidence from the relevant laws and implementation records.
