For mental and cognitive work, NASA’s Task Load Index (NASA TLX) is a commonly used subjective method: it asks people to rate six dimensions of workload and combines those ratings into an overall score. There is no single workload score that applies to every kind of work; the result is meaningful only in the context of the task and measurement method.
What does “workload” mean?
Workload can refer to different things. In human-factors research, mental workload is an umbrella domain rather than one simple quantity. NASA describes cognitive workload in terms that include perceived time stress, mental effort, and frustration. That is not the same as counting tasks, estimating staffing needs, or measuring physical exertion.
ISO 10075-1:2017 sets out concepts and terms related to mental workload, including mental stress and mental strain and their consequences. It does not prescribe measurement methods. ISO says the standard was reviewed and confirmed current in 2023. ISO 10075-1:2017
For that reason, a workload result needs a defined scope: what task was performed, what demand was of interest, and under what conditions. A score without that context can be difficult to interpret or compare.

How do you choose a workload measure?
Start by specifying the question you want the measurement to answer. A method intended to capture perceived mental effort will not automatically tell you how physically demanding a job is, how productive someone was, or whether a team has enough staff.
- Define the task. Describe the activity, setting, and relevant task conditions.
- Name the demand of interest. Decide whether you are assessing mental effort, time pressure, frustration, physical demand, perceived performance, or a broader operational measure.
- Choose a method that measures that demand. Check whether it relies on self-report or other indicators, whether it is administered during or after the task, and whether it gives dimension-level detail or only a summary.
- Follow the instrument’s instructions. Record the task context, instrument version, timing, and scoring procedure so that readers can understand what the result represents.
ISO 10075-3:2004 gives principles and requirements for measuring and assessing mental workload, as well as information for selecting methods and measurement instruments. ISO says it is intended mainly for ergonomics experts with appropriate theoretical background and training in use and interpretation. How does NASA TLX measure workload?
NASA Task Load Index (NASA TLX) is a subjective assessment of workload. It asks a participant to rate six dimensions associated with a task:
- Mental demand
- Physical demand
- Temporal demand
- Performance
- Effort
- Frustration
The ratings are combined into an overall workload score. NASA describes it as a weighted average; the dimensions also help show which factors contributed to a person’s perceived workload. A total can summarize the overall rating, but the individual dimensions are useful when the goal is to understand the type of demand rather than just its overall level.

NASA says the method was developed at NASA Ames in the 1980s and has been used in settings such as aircraft cockpits, command-and-control workstations, process control, simulations, and laboratory tests. The original NASA Ames paper-and-pencil package describes development by its Human Performance Group through a three-year effort involving more than 40 laboratory, simulation, and inflight experiments. That is a historical development figure, not a current count of validation studies or users. NASA provides a paper-and-pencil version with an instruction manual and an iOS app, and describes the tool as open source, with no permission required for use or modification. When are ratings collected?
The subscales may be presented during or after an experimental trial, according to AHRQ’s Digital Healthcare Research resource. Use the timing and procedure specified for the version of the instrument you select, and report them alongside the result. AHRQ: NASA Task Load Index
What can the score tell you?
NASA TLX records a person’s ratings of task-related demands; it is not a sensor reading of capacity, a direct productivity measure, or a diagnosis of health. The overall score offers a summary of perceived workload, while the six dimension ratings preserve information about what may have driven that perception.

No. Mental workload is one specific meaning of workload. Physical workload, caseload, staffing volume, and organizational capacity are different questions and may require different measures. The sources described here do not establish one instrument that covers all of them. Avoid treating a mental-workload rating as a proxy for physical exertion, employee output, or whether an organization is adequately staffed.

How should workload results be reported?
Make the result interpretable by stating what was measured and how. At minimum, describe the task and setting, the instrument and version, when ratings were collected, and the scoring procedure. If using NASA TLX, report the overall score together with the dimension ratings when those details matter to the conclusion. This helps distinguish a change in perceived workload from a change in task conditions or scoring.
For formal mental-workload method selection and assessment, ISO 10075-3 is a relevant reference. Its scope is mental-workload measurement and assessment, and ISO notes that appropriate expertise is important for applying and interpreting it.
