Pakistan’s EOBI Pension Increase: What Was Announced in 2025

Pakistan’s EOBI minimum pension rose to Rs 11,500 in 2025. Here are the effective date, reported payroll and arrears timeline, and the distinction from a separate 2026 federal pension notice.

Pakistan’s 2025 EOBI pension increase was 15%, effective 1 January 2025. It raised the minimum monthly pension from Rs 10,000 to Rs 11,500. Around 500,000 pensioners were reported due to receive the higher payments and arrears in September 2025. These are historical 2025 dates and figures, not a new 2026 announcement. Dawn reported the announcement, and National Assembly material records the implementation timeline.

What changed in the 2025 EOBI pension increase?

The federal cabinet approved a 15% increase in EOBI pensions, effective from 1 January 2025. The minimum monthly pension rose from Rs 10,000 to Rs 11,500. The increase was reported for EOBI beneficiaries; it should not be confused with a separate pension measure for federal-government pensioners.

The National Assembly committee release records EOBI’s assurance that the increased minimum, with arrears, would be disbursed on 1 September 2025. It states that the minimum rose from Rs 10,000 to Rs 11,500 with effect from 1 January. Read the committee release.

When were the increase and arrears due?

The dates refer to different stages. The increase took effect on 1 January 2025, but the notification and payment followed later.

  • 31 July 2025: The increase was notified by the Ministry, under reference 1(6)2024-EOBI, according to a National Assembly response.
  • August 2025 payroll: The written response says the increased amount was disbursed with the August pension payroll.
  • 1 September 2025: The committee release records EOBI’s commitment to release the increased pension with all arrears on this date.

What does the 500,000 figure mean?

Contemporary reporting said around 500,000 pensioners were expected to receive enhanced pensions with arrears on 1 September 2025. It also reported an approximately Rs 10 billion monthly pension payroll alongside that payment announcement. Those are reported 2025 figures, not a confirmed current beneficiary count or an estimate of any future payroll. Dawn’s report is the source for both figures.

Later EOBI operational data in the Finance Ministry’s FY2026 social-protection chapter covers a different period and uses separate counts for old-age, survivors’ and invalidity pensioners. It is not directly comparable to the 2025 estimate of recipients. See the FY2026 social-protection chapter.

Is the 2026 federal pension increase an EOBI increase?

No. The Finance Division’s 29 July 2026 notice concerns an increase in pensions for pensioners of the Federal Government. That notice does not establish a further increase for EOBI beneficiaries. The Finance Division circulars page lists the federal-government notice.

In its explanation of the 2025 measure, a National Assembly response said the EOBI Board of Trustees recommended the increase after examining actuarial valuation, and that government approval was sought under section 2(a) of the EOB Act, 1976. This describes the approval process for that increase; it does not promise automatic future increases. Read the parliamentary response.

What can a pensioner verify from this announcement?

The public records confirm the announced increase and its historical implementation timeline. They do not establish whether a particular person qualified, received arrears, has an account issue, or is due a payment now. The reported September 2025 schedule should not be treated as a current payment date or proof of an individual payment.
