Flying Until 67: Why Are Airlines Trying to Raise the Pilot Retirement Age?

Advocates say raising the U.S. airline pilot age limit could retain experienced crews. The law remains at 65 for covered operations, while a 2025 bill proposes 67.

Airline and industry advocates want older pilots to remain eligible to fly longer, arguing that keeping experienced crews could help ease staffing pressure, particularly at regional airlines. But U.S. law still sets age 65 for pilots in covered Part 121 multicrew operations. A 2025 bill proposes age 67; it is a proposal, not enacted law. The debate also involves international route rules, safety evidence, labor agreements and how a change could affect pilots at different career stages.

What is the pilot retirement age in the United States?

Under 49 U.S.C. § 44729, the age limit is 65 for pilots in covered Part 121 multicrew operations. Part 121 covers scheduled airline operations, but the statutory age provision is not a universal retirement rule for every pilot or every type of flying.

The law has a separate provision for certain other operations that allows carriers to elect an age restriction at 70. That provision should not be confused with the age-65 rule for covered multicrew operations.

Why do supporters want to raise the limit?

To retain experienced pilots

The core argument is that airlines could keep qualified, experienced pilots on the job longer instead of losing them at 65. The Regional Airline Association supported an increase during the 2024 legislative debate, when regional carriers were described as facing crew shortages. In a 2022 congressional hearing, the committee chair cited the association’s forecast that the United States would lose about half its pilots to retirement over the following 15 years. That was a forecast made in 2022, not a current count or proof that changing the age limit would resolve staffing problems. The 2022 House hearing transcript records the forecast.

To give airlines another staffing option

Supporters see a higher age ceiling as one way to keep more pilots available amid projected retirements. It would not create new pilots, and the available evidence does not establish how many pilots would choose or be able to continue flying, or how much that would ease any particular airline’s staffing needs.

What would the age-67 proposal change?

The introduced text of H.R. 5523, the Let Experienced Pilots Fly Act of 2025, proposes raising the limit to 67 for covered multicrew operations. The FAA Reauthorization Act of 2024 left the age-65 limit unchanged, as reported by the Associated Press and described in ALPA’s legislative account.

The current U.S. Code text still states age 65 for covered operations. The bill’s text describes a proposal; it does not establish that the proposal became law. Its latest official congressional action could not be confirmed here, so its procedural status should not be inferred from the introduction of the bill.

The proposal also recognizes limits tied to international operations: covered flights would exclude operations prohibited by foreign-country rules or inconsistent with ICAO Annexes. So even if U.S. law changed, the bill would not itself guarantee that pilots aged 65 and 66 could fly every international route.

Why does the international standard matter?

A U.S. age limit and the international standard are separate questions. ALPA argues that keeping the U.S. limit at 65 aligns with the international standard and says a U.S.-only increase could leave pilots over 65 ineligible for some international routes. In October 2025, ALPA reported that the International Air Transport Association submitted a working paper to raise the international limit and that ICAO’s 42nd Assembly rejected it. That account is ALPA’s report of the Assembly outcome, not a direct quotation from an ICAO decision record. ALPA’s October 2025 statement describes the outcome.

What are opponents concerned about?

Safety evidence and safeguards

The safety case remains contested. In February 2024, the FAA administrator told Congress the agency wanted data to support a change and time to study safeguards, according to the Associated Press. ALPA says the FAA has not validated safety or operational benefits from raising the limit. The available sources do not establish a conclusive scientific finding that flying until 67 is either safe or unsafe; an absence of established proof in either direction should not be mistaken for proof of danger or proof of safety.

Route access and operations

ALPA predicts that a U.S.-only change could complicate route eligibility, scheduling and training if pilots over 65 cannot operate under some foreign rules. Capt. Jason Ambrosi, ALPA’s president, has also predicted disruption, higher ticket prices, effects on collective bargaining agreements and a costly training backlog. Those are the union’s forecasts, not independently established estimates of the scale or likelihood of each effect. ALPA’s policy page sets out its position.

Seniority and career progression

ALPA also warns that extending older pilots’ careers could affect seniority, younger pilots’ advancement, labor contracts and training schedules. These are distributional questions as well as operational ones: who gets the benefit of additional years of work, and who may wait longer for promotion or a seat at a particular airline? The reviewed sources do not quantify those effects.

Would raising the limit solve a pilot shortage?

It could give airlines access to some experienced pilots for longer, but the evidence cited here does not show that a higher ceiling alone would solve a shortage. The frequently cited retirement projection was made in a 2022 hearing, and the sources do not establish how many pilots would remain at work under a new rule or what the net staffing effect would be after route, training and labor constraints.

The policy question is therefore broader than whether an individual pilot can continue working. It is also whether the change is permitted across relevant routes, supported by safety evidence and safeguards, workable under airline operations and labor agreements, and beneficial enough to justify its effects on other pilots and passengers.
