Most anglers aged 16 or older need a B.C. provincial freshwater licence for non-tidal waters. In tidal saltwater, anglers of every age need a federal licence from Fisheries and Oceans Canada (DFO). Retaining salmon or fishing certain freshwater waters can require an additional stamp or licence.
Which fishing licence do you need in B.C.?
Use the water type to identify the licensing authority. A provincial freshwater licence does not authorize fishing in tidal water, and the federal tidal licence is for tidal saltwater.
| Where and what | Who | Requirement |
|---|---|---|
| Non-tidal freshwater | B.C. resident age 16 or older | Provincial basic freshwater licence; additional stamps or licences may apply. |
| Non-tidal freshwater | Non-resident age 16 or older | Provincial basic freshwater licence; additional stamps or licences may apply. |
| Non-tidal freshwater | B.C. resident under 16 | No freshwater licence or stamps required; the youth has their own quota. |
| Non-tidal freshwater | Non-resident under 16 | May fish without their own licence when accompanied by a licensed person age 16 or older. Retained fish count toward the adult’s quota. To keep a separate quota, the youth needs their own licence and applicable stamps. |
| Non-tidal freshwater | Eligible B.C. resident First Nations individual | No freshwater licence is required under the provincial guidance for individuals eligible under the Indian Act. |
| Tidal saltwater, finfish or shellfish | All ages | Federal B.C. Tidal Waters Sport Fishing licence. |
| Tidal saltwater, salmon retained | All ages | Federal tidal licence plus a federal salmon conservation stamp. |
Check the current B.C. freshwater licence information and DFO tidal licence rules before fishing. At a river mouth or estuary where tidal status is unclear, use the site-specific regulations or ask the responsible authority; the general licence pages do not settle every boundary.
Does the answer change for saltwater?
Yes. Recreational fishers of every age must have a federal B.C. Tidal Waters Sport Fishing licence to fish for finfish or harvest shellfish in tidal saltwater. The licence must be in the fisher’s possession while fishing or transporting catch. DFO catch-record and adult iREC reporting requirements may also apply; check the current federal rules for the area and species.

Does my child need a licence?
In non-tidal freshwater
A B.C. resident under 16 does not need a provincial freshwater licence or stamps and has their own quota. A non-resident under 16 may fish without an individual licence only when accompanied by a licensed person age 16 or older; any retained fish count toward that adult’s quota. A non-resident youth who wants a separate quota must buy their own licence and applicable stamps.

In tidal saltwater
Children need a federal tidal licence too. DFO lists the annual juvenile licence for under-16 fishers as free for both residents and non-residents in the 2026/2027 fee schedule.
Can I use a freshwater licence in tidal water?
No. The B.C. provincial freshwater licence applies to non-tidal waters. Tidal saltwater fishing requires the separate federal B.C. Tidal Waters Sport Fishing licence. If you are unsure whether a particular stretch of water is tidal, verify its status in the current location-specific rules before fishing rather than assuming that a freshwater licence covers it.

Do I need a salmon stamp or another licence?
Possibly. The basic freshwater licence is not a universal permit for every species, retention decision, or water. Provincial guidance identifies conservation surcharge stamps, a White Sturgeon Conservation Licence, and a Classified Waters Licence as possible additional requirements.
- Non-tidal salmon: An applicable conservation surcharge stamp is required to retain salmon.
- Steelhead: Angling for steelhead requires the applicable surcharge stamp.
- Classified waters: Fishing classified waters during applicable periods requires the relevant classified-water authorization and surcharge.
- White sturgeon: Where angling is open, anglers need both a basic freshwater licence and a White Sturgeon Conservation Licence.
- Tidal salmon: Retaining salmon requires the federal tidal licence and federal salmon conservation stamp.
Species and water-specific rules can change. Consult the current B.C. Freshwater Fishing Regulations Synopsis and in-season updates before choosing a licence or keeping a catch.

A limited family fishing exemption
A person ordinarily resident in Canada may qualify for a family fishing exemption on the Friday and weekend in June that includes Father’s Day, while angling in non-tidal water that is not classified. The exemption does not permit retention of species whose retention requires a conservation surcharge stamp. Confirm the dates and conditions in current provincial rules before relying on it.

Quick Recap
How to buy the right licence
- Identify the water: determine whether the fishing location is non-tidal freshwater or tidal saltwater, using current site-specific rules if needed.
- Check age and residency: apply the freshwater youth and First Nations exceptions where relevant; tidal licences apply to all ages.
- Check species, retention, and location: look for required conservation stamps, sturgeon authorization, or classified-water licence in the current regulations.
- Buy from the right issuer: use the provincial WILD system or an in-person vendor for freshwater, and DFO’s National Recreational Licensing System or an Independent Access Provider for tidal water.
- Carry the licence and follow reporting rules: keep the tidal licence with you while fishing or transporting catch, and check any applicable catch-record or iREC requirements.
