Do You Need a Fishing License in Massachusetts?

Massachusetts has separate freshwater and saltwater credentials. Your age, residency, and fishing arrangement determine whether you need one and what it costs.

Do you need a fishing license in Massachusetts? It depends on where you fish and your age. Freshwater anglers generally need a fishing license starting at age 15; saltwater anglers generally need a separate recreational permit starting at age 16. Residency, age-based exceptions, disability eligibility, and whether you are aboard a permitted for-hire vessel can change the requirement.

Start with the water you plan to fish

Massachusetts uses separate credentials for freshwater and saltwater fishing. A freshwater fishing license does not replace the saltwater permit, or vice versa. The state’s general rules are:

Other exceptions Special free or discounted categories may apply. Permitted for-hire vessels, disability eligibility, and certain reciprocal out-of-state permits may exempt an angler.

These are the state’s general rules; the correct answer for you may depend on residence and how you are fishing. Massachusetts freshwater license guidance and saltwater permit guidance explain the credentials and exceptions.

Freshwater: who needs a license and what it costs

Anyone age 15 or older generally needs a Massachusetts freshwater fishing license. Children under 15 do not need one. A free license is available to Massachusetts residents ages 15–17 and to anglers age 70 or older.

2026 freshwater fees

The state’s 2026 fee schedule lists these standard freshwater license prices:

  • Resident adult license: $40
  • Nonresident adult license: $50
  • Resident minor license, ages 15–17: free
  • Nonresident minor license, ages 15–17: $8
  • Resident license, ages 65–69: $20
  • Resident license, age 70 or older: free

A $5 Wildlands Conservation Stamp is added to a resident’s first license purchase each year and to all nonresident licenses. The fee page also lists three-day and Quabbin one-day options. Transaction, administrative, or vendor fees may apply depending on the purchase channel. Check the official freshwater fee schedule for the license type you need and any applicable charges.

How to get and carry your license

Buy through MassFishHunt or another purchase channel referenced by the state. While fishing, carry the license on paper or show a true, complete, legible image on your smartphone. Freshwater licenses expire on December 31, so a license from a prior year does not cover a new calendar year.

Saltwater: permit rules, free permits, and exemptions

Anglers ages 16–59 generally need a Massachusetts recreational saltwater fishing permit. The permit costs $10 for anglers under 60. Anglers age 60 or older fishing from shore or a private vessel still need a permit, but the fee is zero. In other words, free does not mean optional where the permit is required.

When an individual permit is not required

  • You are under age 16.
  • You are fishing aboard a permitted for-hire vessel. This exemption applies to the individual Massachusetts saltwater permit, not to other fishing rules.
  • You meet the state’s cited disability definition.
  • You are a nonresident whose valid Connecticut, New Hampshire, or Rhode Island recreational saltwater permit qualifies under Massachusetts reciprocity terms.

Reciprocity conditions vary by home state, so confirm the specific terms for your residence with the Massachusetts saltwater permit guidance before relying on another state’s permit.

Private-vessel fishing and carrying the permit

Each angler age 16 or older aboard a private vessel needs an individual permit; Massachusetts does not offer one private-vessel permit that covers everyone aboard. Keep the permit available on paper or on a mobile device while fishing. Online purchases can include additional transaction fees, and the permit expires December 31. The Massachusetts saltwater permit applies to the state’s defined marine waters. It does not replace other permits for activities such as recreational lobstering. Fishing only in federal waters under a Highly Migratory Species permit can also carry separate conditions if fish are transited, possessed, or landed in Massachusetts; consult the state’s marine fishing regulations for those situations.

How to check your situation before you go

  1. Identify the water. Decide whether you will fish freshwater or Massachusetts marine waters; the credentials are different.
  2. Check your age against that credential’s threshold. Freshwater licensing generally starts at 15; the ordinary saltwater permit requirement starts at 16.
  3. Apply any relevant exception. For saltwater, check whether you will be aboard a permitted for-hire vessel, meet the state disability definition, or qualify through an eligible reciprocal permit from Connecticut, New Hampshire, or Rhode Island.
  4. Confirm the current year’s fee and buy or verify the credential. Use the official state pages, since fees and transaction charges can vary by credential and purchase channel.
  5. Carry proof while fishing. Freshwater license holders may carry paper or a clear, complete smartphone image; saltwater permit holders should have the permit on paper or a mobile device.

Free-fishing days are limited to announced dates

For 2026, MassWildlife announced a free freshwater fishing weekend for June 6–7, and the Division of Marine Fisheries listed May 10 and June 21 as free saltwater fishing days. Those dates have passed. During the freshwater weekend, other rules, including catch limits, still applied. Check the state’s free-fishing days information for future announced dates rather than assuming a general license exemption.

Fishing gear does not change the license requirement

A simple rod-and-reel setup can be enough to begin fishing, but equipment does not replace a required license or permit. In 2026, participating Massachusetts libraries loaned rod-and-reel kits, an option for trying the activity without buying a beginner fishing rod and reel combo. Check MassWildlife’s event information for details about that program and any future loan opportunities.
