Direct Sourcing: A Smart Strategy for Contingent Workforce Management

Direct sourcing uses an employer’s brand and curated talent pools to engage contingent workers. Learn how programs operate, what they may deliver, and how to assess fit.

Direct sourcing is an employer-led way to find and engage contingent workers through the company’s own brand, digital recruiting, and curated talent pools. It can help connect permanent and contingent hiring, but it does not guarantee lower costs or faster hiring. Results depend on the roles an employer needs, the strength of its talent pool, program operations, technology, and how it uses staffing suppliers.

What direct sourcing means

Everest Group defines direct sourcing as an approach that uses an employer’s brand and digital, data-driven methods to create, curate, acquire, and engage talent pools for hiring needs. The organization can draw on those pools when it needs contingent workers, rather than relying on third-party staffing suppliers for every role. Everest Group describes the approach as a possible gateway to total talent acquisition: a more integrated view of permanent and contingent hiring, supported by shared strategies and technology. In practice, the pool might include people who previously applied for permanent jobs but were not selected, including finalists who are interested in contingent work. A direct-sourcing program can be run internally, supported by a managed service provider (MSP), or delivered through a hybrid arrangement. Randstad Enterprise uses both “direct sourcing” and “direct fulfillment” for acquiring and deploying contingent talent while minimizing or eliminating third-party suppliers; the specific operating model varies by program. How a direct-sourcing program works

  1. Forecast likely demand. Work with hiring leaders to identify recurring or anticipated contingent roles that could be filled from a reusable pool.
  2. Define the target and offer. Specify needed skills and what the employer can offer flexible workers, including why they would want to join the pool and accept future assignments.
  3. Attract and curate candidates. Invite suitable candidates into an employer-branded pool and vet them where appropriate. Candidate sources may include prior applicants as well as new prospects.
  4. Match and re-engage. When a role opens, identify relevant pool members and contact them through suitable channels.
  5. Use suppliers selectively. Retain specialist suppliers for niche or hard-to-source roles when their expertise or reach adds value.
  6. Measure and adjust. Track service, quality, cost, speed, and candidate experience against the employer’s own baseline, then refine pool-building and role allocation.

An MSP may support activities such as job advertising, talent marketing, applicant screening, and interview scheduling, and may help decide whether a role should go to the internal pool or a supplier. Where it may help—and what it does not guarantee

A branded pool can give an employer access to candidates who already know the organization. Randstad Enterprise says this may reduce time to deploy and contingent recruitment costs, and that direct relationships can support engagement. These are provider-described potential benefits, not independently quantified outcomes or promises. Whether they materialize depends on whether the employer has enough relevant demand, maintains a useful pool, and operates the program effectively. Direct sourcing also does not have to mean eliminating staffing firms. An employer can use its own pool for roles it can fill well and keep specialist suppliers for assignments that require specific expertise or broader reach. The important choice is how to allocate work, not whether every role must follow one channel. Randstad Enterprise discusses retaining critical suppliers.

How to decide whether it fits your organization

There is no universal scorecard or model that suits every employer. Compare the operating choices against the organization’s needs and current hiring process:

  • Ownership: Decide whether an internal team, an MSP, or a hybrid will build and operate the program.
  • Pool strategy: Set out where candidates will come from, how they will be curated and vetted, how they will be re-engaged, and which roles the pool can realistically cover.
  • Technology and governance: Check how the program will work with existing recruiting and contingent-workforce systems, who owns candidate data, and how HR and procurement will coordinate.
  • Supplier design: Identify which specialist suppliers remain in the mix and how roles will be routed between them and the direct-sourcing pool.
  • Economics and service: Compare total program cost, quality, time to fill or deploy, and candidate experience with the organization’s own baseline. Do not assume savings before measuring them.

Broader integration can be difficult. In its 2022 viewpoint, Everest Group identifies organizational silos and technology constraints as factors that have slowed total talent acquisition adoption. What adoption figures can—and cannot—tell you

Staffing Industry Analysts reported in a 2023 executive summary that nearly 80% of large organizations either had a direct-sourcing program or expected to explore the approach within the next two years, describing the position as of early 2023.
