Why was the Senate crypto bill delayed in January?
On January 14, 2026, Senate Banking Committee Chairman Tim Scott announced that the committee would postpone its markup, which had been scheduled for January 15, as bipartisan negotiations continued. The committee said the goal was to keep working toward rules that protect consumers, strengthen national security and support the U.S. financial sector. Scott’s announcement said industry, financial-sector and bipartisan talks remained active.
Coinbase CEO Brian Armstrong withdrew the company’s support for the then-current draft shortly before the planned markup. That timing made Coinbase’s opposition a prominent part of the debate, but the committee cited continuing negotiations; the available reporting does not establish Armstrong’s move as the sole reason for postponement.
What concerns did Coinbase raise?
In its January 15 coverage, TechRepublic summarized Armstrong’s objections as spanning several policy areas. They were Coinbase’s criticisms of that draft, not settled findings about what the legislation would necessarily do.

- SEC and CFTC authority: The draft raised questions about how regulatory responsibility for digital assets would be divided between the Securities and Exchange Commission and the Commodity Futures Trading Commission.
- Tokenized equities: Coinbase objected to the draft’s treatment of blockchain-based representations of stocks and other securities.
- Decentralized finance and financial records: Armstrong raised concerns about restrictions affecting DeFi and access to financial data.
- Stablecoin rewards: Coinbase opposed provisions concerning rewards on stablecoin holdings, an issue also connected to debate about competition with bank deposits.
Did the Senate pass the bill?
No. On September 15, 2026, the Senate held a procedural vote on whether to advance the legislation, and it did not advance. The Associated Press reported a 49-50 result; Axios reported that 60 votes were required to move the measure forward. The January committee postponement and September Senate vote were separate events months apart.
The September debate involved disputes beyond Coinbase’s January objections. The AP reported that Democrats sought stronger ethics safeguards tied to President Trump’s crypto interests. Coverage also described unresolved disagreements involving stablecoin rewards and the potential effects on bank deposits. The vote therefore should not be reduced to a single company’s opposition.

What the dispute was about
The legislation’s central challenge was how to set rules for digital-asset markets while allocating oversight and addressing competing risks. The sources identify these areas of disagreement, but do not provide a complete comparison of competing final bill texts or a neutral estimate of the legislation’s economic impact.

What happens next?
The sources cited here do not establish a new committee markup date or legislative action after the September 15 procedural vote. The AP noted that October’s congressional recess and the November midterm elections could affect the bill’s prospects. Until a later action is confirmed, the accurate status is that the bill failed to advance in that Senate vote; that result does not establish that no future legislation will be considered.
