Yes. Air France-KLM submitted its final offer for up to 49.9% of TAP Air Portugal on September 30, 2026. Portugal had not selected a buyer as of October 8, and Lufthansa was also in the final bidding process.
What Air France-KLM has offered
The airline group’s September 30 announcement confirms a final offer for up to 49.9% of TAP as part of Portugal’s partial privatization process. The proposal covers TAP’s passenger, cargo, loyalty and maintenance businesses. In its earlier July binding offer, Air France-KLM had described a range of 44.9% to 49.9%; the final announcement specified the maximum stake. Air France-KLM’s final-offer announcement and its July binding-offer announcement set out those terms.
July reporting described the transaction structure as a sale of up to 49.9%, with 5% reserved for employees and the Portuguese state retaining majority ownership. The exact portion available to a strategic investor may depend on employee take-up and the final transaction documents. Reuters reported the proposed structure.
Why Air France-KLM wants TAP
Air France-KLM says its plan would make Lisbon the group’s exclusive Southern European hub, expand connectivity and create jobs and value in Portugal. These are the bidder’s stated aims, not confirmed outcomes of a transaction. Its July offer announcement also characterized Delta Air Lines, its joint-venture partner, as supportive of and aligned with the bid.

Deutsche Lufthansa is also in the final stage. On September 4, Portugal’s Council of Ministers invited Air France-KLM and Lufthansa to negotiate and submit final improved binding proposals during a three-week phase, after reviewing the earlier binding offers. The Portuguese government’s resolution records that invitation.

The final offers put forward competing strategic plans, but the reviewed material does not disclose comparable final prices or the full texts of both proposals. There is therefore no substantiated basis here to rank the bids financially or say which is better for Portugal. The relevant questions for the government include the proposed stake and price terms, effects on Lisbon and Portuguese connectivity, and commitments concerning jobs and maintenance investment.
