Chinese buyers booked two U.S. wheat cargoes for December 2025 shipment, totaling about 120,000 metric tons, Reuters reported on November 6, citing trader sources. The bookings came a week after the October 30 Trump–Xi meeting in South Korea, but the timing does not establish that the meeting caused the purchases—or that they marked a lasting return to U.S. wheat.
What traders said China booked
Reuters reported that the two cargoes were one of soft white wheat and one of spring wheat. The planned shipment month was December 2025, and the combined volume was around 120,000 metric tons. Reuters attributed the booking information to two traders; it was not, at that point, a government announcement of completed shipments. Reuters’ November 6, 2025 report described the purchases as China’s first such buys since October 2024.
How large the later commitment became
A subsequent U.S. Department of Agriculture Foreign Agricultural Service report provides a broader measure than the two-cargo account. USDA FAS said U.S. Export Sales reports showed China had booked 263,560 metric tons of U.S. wheat by the end of February 2026. That cumulative figure is not the same as the two-cargo total: it covers bookings reported through a later date. USDA FAS also noted that some U.S. wheat purchases were cancelled in December, underscoring that a booking is not proof of eventual delivery. See the China Grain and Feed Annual, publicly distributed March 19, 2026.
Why the purchases did not prove a lasting change
The initial report followed the October 30 leaders’ meeting and a reported tariff-easing backdrop. Reuters said Beijing had announced that some retaliatory agricultural tariffs, including a then-existing 15% U.S. wheat duty, would be removed from November 10, 2025. That is a dated report about the policy announced at the time, not a statement of the current wheat tariff. Neither the timing nor the tariff news alone establishes why buyers booked the cargoes; price, availability, and other commercial considerations are not isolated by the reports.

Later trade figures show why the event should be read as an early signal rather than evidence of sustained demand. S&P Global reported on October 1, 2026, citing USDA data, that China had bought $66 million of U.S. wheat from January through July 2026, but had made no U.S. wheat purchases in marketing year 2026/27 as of that date. The wheat marketing year runs June through May, so that statement concerns the new marketing year underway in October 2026, not all trade during calendar 2026 or the 2025 purchases. S&P Global’s October 1 update provides that dated distinction.

Reuters reported that China imported 1.9 million tons of U.S. wheat in calendar 2024, equal to 17% of China’s total wheat imports that year. Yet China’s overall wheat imports—not just imports from the United States—fell 72% year over year in January–September 2025, according to Reuters. The two-cargo booking therefore arrived in a market where total Chinese imports had already contracted sharply; it should not be treated as a standalone measure of a broad recovery in demand.

A USDA weekly export-sales summary for the week ending September 24, 2026 reported 289,300 metric tons of U.S. wheat net sales and 315,400 metric tons shipped across all destinations. China was not among the listed top destinations in that weekly summary. Those are all-destination weekly totals, not a complete accounting of China’s annual purchases, so they do not by themselves establish China’s full-year trade. USDA’s weekly export-sales reports distinguish reported sales from shipments.
