China is already the largest centre of electric-car sales and production, and Chinese automakers are expanding into overseas markets. But the evidence supports a growing global position—not a verified government target to dominate worldwide sales. The distinction matters: cars sold in China, exports from China and sales by Chinese brands abroad measure different things.
What the evidence says about China’s global position
The latest figures show both the scale of China’s home market and the reach of its manufacturers. The International Energy Agency (IEA) uses “electric cars” to include battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs); when it says “BEV,” it means battery-electric only.

For context, the IEA reported that global electric-car sales exceeded 17 million in 2024, representing more than 20% of new-car sales worldwide. That is a 2024 baseline; it should not be confused with the IEA’s later 2025 figures. IEA, Global EV Outlook 2025
How China’s domestic scale can support overseas expansion
A large home market
High sales at home give manufacturers a substantial market in which to sell vehicles and build experience. China’s 2025 figures show the size of that market, while the 2024 production share shows how much of global electric-car manufacturing was located there. Neither figure on its own proves how many vehicles were exported or sold under Chinese brands abroad.

Manufacturing scale and a broad model range
Chinese manufacturers’ share of global BEV sales and available models points to a strong position in battery-electric vehicles. Scale and model availability can help companies compete across more than one market, but the cited figures do not establish a specific cost advantage, export volume or price effect for buyers.
Where Chinese electric cars are gaining ground overseas
Emerging markets provide concrete examples of overseas presence, but the evidence should be read market by market. In 2024, Chinese imports accounted for 85% of electric-car sales in both Brazil and Thailand. That is an import-origin measure; it should not automatically be treated as the share sold by Chinese-branded vehicles.

Brazil’s electric-car sales more than doubled in 2024 to 125,000, exceeding 6% of its car market. The IEA figures show rapid growth in that market and a strong role for imports from China; they do not establish that Chinese imports caused the overall increase or that the same pattern applies in other countries. Why automakers are considering local production
Exporting fully assembled vehicles can expose a company to duties and other import rules. Local assembly or manufacturing may reduce exposure to duties on fully built imports, or help meet rules that favour local production. The applicable conditions vary by country, and local production does not automatically remove every trade barrier.

The IEA described Chinese automakers announcing or pursuing production in Brazil, Thailand, Indonesia and Malaysia as tariff arrangements and import rules changed. In Brazil, for example, companies planned to begin production as a previous import-duty exemption was being phased out. These announcements indicate that companies are responding to market-access conditions; they are not proof that every proposed plant opened, reached full production or succeeded commercially. China’s export-licensing requirement
From 1 January 2026, China requires export licences for specified pure battery-electric passenger cars. The Ministry of Commerce says the measure was jointly issued with the Ministry of Industry and Information Technology, the General Administration of Customs and the market regulator to promote healthy development of new-energy-vehicle trade. Import duties and market access
The IEA’s 2025 outlook noted that several potential export markets had adopted or were considering tariffs. Such measures can make direct exports less attractive and increase the value of local production, but the rules are not uniform: treatment depends on the country, vehicle and its origin.
In the European Union, a consolidated regulation sets definitive countervailing duties for covered new battery-electric vehicles originating in China, with company-specific rates and invoice conditions. These are separate from the EU’s ordinary vehicle import tariff. Because the regulation contains detailed product scope, exporter rates and exceptions, check the current consolidated EU regulation for a particular vehicle or exporter; a general rate should not be assumed to apply to every model.

Is worldwide “domination” an official Chinese target?
The numbers support describing China as a leading force in electric-car sales and production, with Chinese manufacturers expanding their reach. They do not verify the title’s “plan to dominate” as an official government objective. The Chinese notice establishes export licensing for specified battery-electric passenger cars from 2026, but does not state a global sales target. It is more accurate to distinguish measurable market outcomes from a broader ambition inferred from those outcomes and from company expansion plans.
