The immediate shock came from tight dependence on Chinese refining and permanent-magnet manufacturing. Exports later recovered as licenses were granted, while the restrictions’ effect on individual companies varied with their suppliers and inventories.
What China restricted in April 2025
On April 4, 2025, China’s Ministry of Commerce and General Administration of Customs issued Announcement No. 18. It required exporters to obtain licenses for listed rare-earth products, including specified samarium-cobalt magnet materials. The requirement took effect when issued. It was an export-control and licensing regime, not a blanket prohibition on all rare-earth exports.
A licensing requirement can disrupt production even when exports are not formally banned: manufacturers that need controlled materials may have to wait for authorization before shipments can move. In a supply chain with few alternative sources, that delay can become a production problem.
Why automakers were exposed
The vulnerability extended beyond mining. China’s position was more concentrated in processing and magnet manufacturing than in extracting magnet rare earths. The International Energy Agency (IEA) reported these shares of global capacity in 2024:

Permanent magnets are used in components across both combustion-engine and electric vehicles. CLEPA, the European automotive supplier association, said on June 4, 2025, that the controls had affected components in both types of vehicle. The issue was therefore not limited to electric-car production or to a single rare-earth element.
What happened to auto production
The IEA reported that exports of the controlled rare-earth elements and magnets fell sharply in April and May 2025. Automakers in the United States, Europe and elsewhere struggled to source permanent magnets; some cut utilization or temporarily shut production. CLEPA said restrictions had led to shutdowns at several production lines and plants across Europe. Its statement did not provide a complete, independently audited list of affected companies.

On June 4, 2025, CLEPA Secretary General Benjamin Krieger said: “With a deeply intertwined global supply chain, China’s export restrictions are already shutting down production in Europe’s supplier sector,” and called for transparent and proportionate licensing. CLEPA also estimated at the time that around one-quarter of hundreds of export-license applications appeared to have been approved. That was the association’s contemporaneous estimate, not a verified government-wide approval rate.
The interruption was uneven rather than industry-wide. The European Central Bank (ECB) later assessed that the April controls reduced exports and raised prices for targeted rare earths, while some carmakers reportedly cut utilization or temporarily closed factories. It said wider supply-chain pressures remained contained in part because the restrictions applied for only two months before exports recovered. The IEA likewise reported that licenses were subsequently granted and export volumes recovered, although magnets manufactured outside China continued to command a premium.

Which automakers were affected—and what is known now
The available reporting supports saying that some automakers and suppliers faced interruptions in 2025, but it does not establish a reliable, comprehensive list of affected automakers or models. CLEPA described plant and production-line shutdowns without publishing a complete audited roster. It would be misleading to turn those reports into a claim that particular named models are still affected today.
The ECB also described a separate episode in early 2026: restrictions on dual-use exports to Japan led to localized price spikes and temporary production pauses at major automakers, without broader and persistent disruption. That episode should not be treated as evidence that the April 2025 controls caused continuing shutdowns at specific companies.

How the April controls differ from the later suspension
China announced a broader set of controls in October 2025. According to the IEA, those measures extended to additional elements and certain internationally made parts containing Chinese-sourced rare earths or produced using Chinese technologies. China suspended that October expansion for a year in November 2025.
A State Council Information Office report dated April 10, 2026, said the October 9 measures were suspended until November 10, 2026. It quoted China’s commerce ministry as saying that qualified civilian export applications would be approved. That suspension concerns the October 2025 measures. It does not establish that the April 2025 license requirements were revoked, or that every individual export application is approved.

What the disruption could mean for the wider economy
The IEA estimated in 2025 that, under full implementation of the export controls, USD 6.5 trillion per year in downstream production outside China could be at risk. This is a modeled exposure, not an observed economic loss. The IEA estimated that automotive production accounted for more than USD 3 trillion of that potential direct exposure.
Those figures describe the scale of industries that rely on affected inputs; they do not measure the value of production actually lost during the 2025 disruption. The distinction matters: a concentrated supply chain creates substantial exposure, but realized harm depends on licensing, inventories, alternative sourcing and how long any interruption lasts.
Why diversification takes time
Building alternatives means more than opening mines. The IEA says planned capacity outside China remains especially inadequate in refining and magnet manufacture, the stages where concentration is highest. It projects that demand for magnet rare earths outside China will increase by 50% by 2035 under its current-policy scenario.
Potential responses each address a different constraint:
- Trade rerouting: The ECB identifies rerouting as a way to mitigate supply pressure, but it does not create new processing or magnet-making capacity.
- New refining and magnet plants: These can reduce dependence on concentrated production, but building them takes time; mine output alone does not supply finished magnets.
- Substitution and redesign: Innovation can reduce reliance on constrained materials in some applications, but the amount that can be substituted depends on technical performance requirements.
- Recycling: Recovered material can contribute to supply, but the available evidence does not quantify how much of automotive demand it could meet.
These options should be compared by time to scale, processing and magnet-making capacity, cost or price premium, technical performance, and the share of rare-earth material that can actually be substituted or recycled. The evidence supports diversification as a long buildout, not an immediate fix.
