What Is Steam Coal? Grades, Uses, and How It Differs From Coking Coal

Steam coal, or thermal coal, is used for electricity and process heat. Its grades reflect measured quality and intended use, while coking coal is selected to make blast-furnace coke.

Steam coal, also called thermal coal, is coal used mainly to generate steam or provide process heat. Coking coal is selected instead for its ability to make strong coke for blast-furnace ironmaking. The terms describe different uses and performance requirements—not a simple ranking in which one type is always “better.”

What steam coal means

The U.S. Energy Information Administration (EIA) defines steam coal as coal burned primarily in boilers to generate steam for electricity or process heating, or used directly as process heat. EIA also uses the term for coal not classified as coking, or metallurgical, coal. EIA’s glossary definition describes the use; it does not identify one geological rank or guarantee suitability for every plant.

Where it is used

  • Electricity generation: Boilers burn coal to produce steam that drives a turbine.
  • Industrial steam and heat: Facilities use boilers to supply steam or heat for processes.
  • Direct process heat: Coal may serve as a direct heat source where a process and its equipment are designed for it.

Whether a particular coal works in a given boiler or process depends on its measured properties and the plant’s requirements.

Coal rank, grade, and quality are different

Rank describes coal’s position in a progression from lignite, the least carbonaceous rank, to anthracite, the most carbonaceous. EIA says rank is based on properties including fixed carbon, volatile matter, heating value, and agglomerating character. Grade refers to quality and suitability for use. Thus “steam coal” identifies an end use, not a single rank. EIA’s coal glossary distinguishes rank from grade.

What quality measures matter

For thermal coal, calorific value—the heat released when fuel is burned—and impurity content are key considerations. Quality assessments may also report moisture, ash, sulfur, and trace elements. A broad label such as “high-grade” does not, by itself, establish that a coal meets a particular buyer’s or plant’s specification.

IEA’s 2025 calorific-value categories

The IEA notes that blending higher- and lower-grade coal is commonly used to meet quality requirements, and some substitution between grades is feasible. Actual acceptable fuel depends on the relevant specification and plant.

Steam coal versus coking coal

The main difference is the job each coal must do. Thermal coal is assessed chiefly for heat and impurities; coking coal must behave appropriately during carbonization and produce coke able to withstand conditions in a blast furnace.

EIA says coking coal needs low ash and sulfur and must form coke strong enough to support iron ore and limestone in a blast furnace; it notes that two or more bituminous coals are usually blended to make coke. Why coking coal is not simply “better” steam coal

Coking coal is selected for a different performance task, not merely for a higher position on a universal quality scale. A coal suitable for heat may not make coke with the required properties, while coke-making suitability does not make it the right fuel specification for every boiler.

Specialized categories do not erase the distinction

The IEA identifies semi-soft coal as high-quality steam coal that can be mixed with coking coal to produce coke, and pulverized coal injection (PCI) coal as high-quality steam coal injected into a blast furnace to reduce coke use. These specialized uses overlap in limited ways with coke-making or ironmaking, but they do not make ordinary steam coal equivalent to coking coal. IEA, Coal 2020 Annex

How to compare commercial coal grades

For a practical comparison, start with the intended end use and the applicable fuel or coke-making specification. Compare calorific value, impurity content, and—where coke is involved—caking behavior and the strength or resistance needed in the process. Check the unit basis and measurement details in the specification; a general grade name alone is not a universal buying standard.

Definitions may also differ by purpose. The European Union’s statistical regulation provides its own definitions of steam and coking coal for statistical classification; such categories should be read in that context rather than treated as a universal technical specification.
