The legal picture has since moved beyond that initial response: India’s Promotion and Regulation of Online Gaming Act was enacted in August 2025, and its implementing Rules came into force on 1 May 2026. The framework prohibits online money games, including games based on skill, while distinguishing them from esports and online social games.
What happened when the shutdown began
The initial pullback followed Parliament’s passage of the Promotion and Regulation of Online Gaming Bill, 2025. In its report dated 21 August 2025, TechCrunch said presidential assent was still pending. That timing matters: the company actions reported that day came after passage, but before the later enactment and implementation of the framework.
MPL announced an immediate suspension
In a statement dated 21 August 2025, MPL said: “Effective immediately, we are suspending all gaming offerings involving money on the MPL platform in India.” The company also said it had stopped accepting new deposits and that customers could withdraw balances. It said it would focus on competitive, free-to-play, non-money gaming.
Those are MPL’s announcements at the time, not confirmation of the app’s current availability or of today’s withdrawal process. Anyone with an account should check the company’s current official channels for current account and balance instructions rather than relying on a 2025 announcement.

Dream Sports’ plans were reported, not directly confirmed
TechCrunch reported on 21 August 2025 that Dream Sports had shut its newly launched Dream Picks app, while Dream11 and Dream Play were still operating at the time of publication. The outlet also reported that Dream Sports planned to shut its real-money gaming business once the legislation took effect. The company declined to comment to TechCrunch, so the planned shutdown is a reported account, not a direct company announcement in that article. The report describes the services as they stood then; it does not establish their present status.
What India’s law prohibits—and what it does not
The Press Information Bureau (PIB) says the Act prohibits online money games whether they are based on skill, chance, or a combination of the two. It also prohibits advertising and promotion of those games, as well as facilitating them. Banks and payment systems cannot process transactions linked to online money games, and unlawful platforms may be blocked under the Information Technology Act, 2000.

That scope is broader than a rule aimed only at games of chance: describing a real-money game as skill-based does not, by itself, put it outside the prohibition. The framework is about whether a game falls into the online-money-game category, not simply whether it involves skill.
Esports and social games are separate categories
The government’s framework promotes esports and online social games alongside the prohibition on online money games. It does not amount to a ban on all online gaming. The Rules establish the Online Gaming Authority of India and provide processes for determining whether a game is prohibited or belongs to a permitted category. The PIB also describes possible registration for esports and for categories of online social games if notified, user-safety requirements, provider grievance processes, and an appeal route.

For a player or business assessing a particular offering, the useful questions are whether it involves stakes or monetary winnings, and how it is categorized under the framework. A product’s “free-to-play” label alone does not resolve its legal category; the relevant distinction is whether it is an online money game or instead falls within a permitted category such as esports or a social game.
What changed after the August 2025 announcements
The August 2025 news captured the immediate commercial response to the Bill’s passage, not the final implementation date. The PIB’s later account says the Act was enacted in August 2025. The Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026. The rules set out how the framework’s categories and regulatory processes operate; they are not evidence that every gaming app or service was shut down.

The distinction is important for users: an announcement that a company was stopping money-involving offerings, a report about a planned business closure, and the law’s treatment of a particular game are three different kinds of information. The first two describe company conduct or reporting at a specific time; the third depends on the statutory framework and the game’s category.

Figures published by the PIB and figures attributed by TechCrunch to industry bodies refer to different measures. The PIB’s 2024 revenue and transaction-based share describe the market’s reported composition. The valuation, cumulative-revenue, tax, and growth figures are industry-body estimates or projections reported by TechCrunch in 2025. They should be treated as attributed estimates, not as independently audited totals or as a measure of what the law has since cost or saved.
