There is no reliable universal dollar figure for what a wind or solar company should pay a private landowner. To assess an offer, compare the full payment stream—including option years—with the land rights granted, project impacts, tax responsibilities, and end-of-project obligations. A lease payment, an appraisal of the land or project improvements, and the taxes you may owe are separate questions.
Start by defining what the offer pays for
A developer may seek the right to place turbines, panels, substations, roads, transmission lines, or other facilities on a parcel. It may also seek access, easements, survey rights, or an exclusive option to develop the project. The payment should be assessed against the specific rights and uses allowed by the agreement, not just the acreage shown on a site plan.
List every parcel and right covered by the proposed documents. Record the acreage affected, facilities authorized, access routes, construction areas, and any restrictions on your use of the rest of the property. A payment tied to one turbine is not directly comparable to a payment tied to project capacity or leased acreage unless you also account for what each formula covers.
Compare payment structures, not headline amounts
The U.S. Department of Energy (DOE) describes fixed, revenue-based, and combined payment structures for wind agreements. These are possible contract designs, not evidence of a universal private-landowner rate. Solar agreements also require careful attention to what counts as project revenue or proceeds; South Carolina’s official landowner guide identifies the definition of gross proceeds and the presence of a guaranteed minimum or base payment as negotiation issues.

For solar, check whether the defined proceeds include only electricity sales or also other project income, and whether any base payment is guaranteed. Do not assume a solar lease will exceed local agricultural rent; that comparison depends on the parcel, local market, and complete contract terms.
Build a timeline for the whole agreement
Compare payments year by year, not just by the first operating-year figure. DOE describes wind agreements as long-term contracts often lasting 20–30 years, sometimes with an option to renew; the guide page does not state a publication year, and this is not a universal term for every project or solar agreement.

- Mark the option period. Identify when the developer can investigate or reserve rights, how long the option lasts, what compensation is paid during it, and whether the developer can extend it.
- Mark construction and operation. Note when each payment begins, whether construction disturbance or crop damage is compensated separately, and whether the payment changes when facilities are built or begin operating.
- Apply escalation and renewal terms. Enter any stated increases, adjustment dates, renewal periods, and renewal payment rules. Do not assume the amount rises with inflation unless the contract says so.
- Calculate totals by scenario. For fixed terms, add the scheduled amounts. For revenue-linked terms, use clearly labeled scenarios and the contract formula rather than treating a hypothetical output as guaranteed income.
DOE’s guide gives hypothetical payment examples to explain formulas; those examples are not observed averages or market rates. The available official guidance does not establish a cross-market average for private landowner compensation.
Price the rights and burdens alongside the payments
A larger stated payment may come with broader or longer-lasting rights. The DOE describes the subject this way: “These long-term contracts are often complex and cover property leasing or easement, contract duration, liability issues, payment details, tax considerations, land impact considerations, and decommissioning.” Review those obligations as part of the offer’s value.

- Duration and exclusivity: Check the initial term, renewal options, exclusivity, and whether the developer can transfer the agreement.
- Land use and access: Identify locations and limits for facilities, access roads, transmission lines, and construction or maintenance activity.
- Damage and disruption: Specify responsibility and compensation for crop loss, soil compaction, drainage changes, or other construction impacts that may apply to your land.
- Liability and insurance: Determine who is responsible for injuries, property damage, and claims, and what insurance the developer must maintain.
- Taxes and other costs: Identify which party is responsible for property taxes, assessments, or other charges associated with the project, and whether the landowner could face costs under the contract.
- Restoration and decommissioning: Define what must be removed, what restoration requires, when work must occur, and what financial assurance backs those duties.
DOE says landowners are often represented by legal counsel. A locally qualified attorney who regularly reviews renewable-energy land agreements can assess the actual language, applicable law, and whether the payment provisions match the rights being granted.

A lease payment does not by itself establish the market value or assessed value of the land. Nor does it determine the landowner’s tax result. Those questions use different methods and may be governed by different local rules.

New York’s renewable-energy assessment model illustrates the distinction in that state’s assessment context: when an annual ground lease payment is entered, the model output represents the improvements, while the land is valued separately using standard appraisal methodology. Without a lease payment entered, the model output can represent both the improvements and the land supporting them. This is a New York assessment model, not a universal private-market appraisal rule.
If you need a parcel-specific opinion on land or project improvements, an independent appraiser qualified for the relevant location may help. That appraisal answers a different question from whether the contract’s payment stream is adequate.

Tax outcomes depend on the jurisdiction, assessment rules, project structure, and agreement. Ask the local assessor or a tax professional how the project may affect assessment and who bears contractually allocated costs; do not infer the answer from the lease payment alone.
Do not use public-land rent as a private lease benchmark
The federal methodology described in the Federal Register applies to wind and solar rights-of-way on federal public lands and includes acreage rent and a capacity fee. It is a distinct public-land system, not a benchmark for a private landowner’s negotiated offer.
Use local rules before signing
The official guidance relevant here spans U.S. wind and solar contracting, a New York assessment model, South Carolina solar negotiation issues, Alberta lease considerations, and federal public-land rent. These sources do not establish one nationwide rule for compensation, taxes, property value, or legal protections. Confirm current local law and agency guidance for the parcel and project location.
Before signing, have a locally qualified lawyer review the full set of documents—not only the lease, but also options, easements, access provisions, amendments, and any decommissioning or insurance instruments. Ask for unclear payment definitions and obligations to be stated in the contract rather than relying on verbal explanations.
