Why Amtrak Struggles to Deliver: Freight Railroads Control Much of Its Track

Freight railroads control dispatching on much of the track Amtrak uses, creating a major obstacle to reliable service. But delays and limited capacity have several causes.

Amtrak’s biggest structural obstacle is that freight railroads own and dispatch much of the track its trains use. That can leave Amtrak accountable to passengers for schedules without having control over when its trains move. It is a major reason for delays, but it is not the only reason Amtrak struggles to meet passenger needs: limited train capacity, aging equipment, maintenance and customer-service problems also matter.

How can Amtrak be responsible for a trip without controlling the track?

Many Amtrak trains run on track owned by freight railroads. On most host-owned segments, the host railroad controls dispatching: deciding which train uses a stretch of track and when. Amtrak operates the passenger service, but it may not control the movement of trains along the route.

That split matters when passenger and freight trains need the same track. Amtrak identifies freight train interference as its largest cause of passenger delay. It attributed 850,000 minutes of passenger delay to freight interference in 2024. The figure is a measure of delay time, not the number of delayed trains or passengers.

Ownership and operating responsibility vary by route. Amtrak says it owns 363 of the 457 route-miles of the Northeast Corridor main line; that does not mean it owns every track or controls every segment used by every train in the region. A route-specific explanation needs to account for where the train is running and who controls that segment.

Does federal law give Amtrak priority over freight trains?

Federal law requires host railroads to give Amtrak trains preference over freight traffic. Amtrak says the requirement has been in place for more than 50 years, but it also says violations are difficult to enforce. In its FY2020–2025 Service Line Plans, Amtrak identified the Department of Justice as the enforcement body and said there had been one enforcement action in Amtrak’s history at the time the document was written. That is historical context, not an update on enforcement since then.

A preference rule does not give Amtrak day-to-day dispatch control over host-owned track. If the host controls dispatch and compliance is difficult to enforce, a legal right to priority may not translate into a reliably on-time trip.

How uneven were Amtrak’s long-distance on-time results?

Amtrak’s reported 2024 customer on-time performance varied substantially across long-distance routes. Every route in the figures below fell short of the Federal Railroad Administration’s 80% standard. These are 2024 results, not a measure of performance in 2026.

The range—from 79% on the City of New Orleans to 33% on the Southwest Chief—shows why one national figure cannot describe every passenger’s experience. Host control is a major structural factor, but these percentages alone do not establish the cause of delay on any particular route or trip.

Is freight dispatching the only reason Amtrak falls short?

No. Amtrak lists several sources of delay, including freight interference, weather, maintenance, mechanical problems and track obstructions. They are distinct causes; attributing all missed schedules to freight railroads would overstate what the evidence shows.

Amtrak’s Office of Inspector General (OIG), in a July 2026 overview, identified a wider set of challenges:

  • Not enough train capacity: the OIG said Amtrak no longer had sufficient capacity to meet existing demand.
  • Fleet and maintenance constraints: aging equipment, obsolete parts and procurement delays complicate the effort to keep trains available.
  • Passenger-facing service problems: the OIG also pointed to declining on-time performance and customer satisfaction, delay communications and accessibility.

Reliability and capacity are different problems. An on-time train can still be unavailable to someone who wants to travel if there are not enough seats or trains. Conversely, adding capacity would not, by itself, give Amtrak control of dispatching on freight-owned track.

Why does capacity matter when ridership is high?

Amtrak reported more than 34 million passenger trips and $2.8 billion in revenue for FY2025, figures cited in the OIG’s 2026 overview. The same overview described limited train capacity as an operational and financial challenge. Strong ridership and revenue do not necessarily mean the railway can offer enough service to meet demand.

The OIG also reported more than $5.5 billion in capital expenditures in FY2025 and estimated that capital spending would peak at about $7.8 billion in FY2027. Those figures describe the scale and expected timing of capital investment; they do not establish that a specific project will resolve a particular route’s delays or capacity shortage.

What should passengers take away?

Amtrak’s dependence on freight-owned and freight-dispatched track is a major reason it can struggle to keep schedules: the passenger operator often does not control the infrastructure decisions that affect train movement. But the problem is not a single switch Amtrak can flip. Route ownership differs, legal priority is difficult to enforce, and Amtrak’s own OIG has identified capacity, fleet, maintenance, communications and accessibility challenges as well.

For a particular journey, the route and date matter. The 2024 long-distance percentages describe a past reporting year, not a guarantee of an individual trip’s arrival time or a current performance reading.
