Farm Bill Talks Continue, but Key Disagreements Remain

The House and Senate Agriculture Committee have advanced separate 2026 Farm Bill proposals, but Congress has not completed passage. SNAP cost allocation remains a documented dispute.

As of October 7, 2026, the House had passed its 2026 Farm Bill and the Senate Agriculture Committee had advanced a separate proposal, but Congress had not completed passage of a final bill. The clearest documented sticking point is SNAP cost allocation: senators have offered sharply different accounts of the disagreement, while Senate Agriculture Chairman John Boozman has said he wants to negotiate with the House in October and pass legislation before year-end.

Where the Farm Bill stands

The House and Senate have taken separate steps, not enacted a joint bill. The House passed the Farm, Food, and National Security Act of 2026 in April. On September 16, the Senate Agriculture Committee advanced its own proposal, the Agricultural Act of 2026, also called Farm Bill 2.0 in committee materials. The usual Farm Bill cycle is every five years, according to the Senate Agriculture Committee; that describes the typical schedule, not a guarantee that Congress will meet it. Key dates in the 2026 process

  • April: The House passed the Farm, Food, and National Security Act of 2026. House Agriculture Committee statement
  • August 6: The Senate Agriculture Committee meeting did not advance the bill. Klobuchar’s statement that day said the meeting remained open for further discussion. Klobuchar statement
  • August 7: Senator Chuck Grassley described the prior day’s impasse as Democrats opposing the bill over SNAP reforms. Grassley Q&A

The August and September accounts describe different points in the process: an earlier committee meeting failed to advance the bill, and a later committee action did. The latest specific update on bicameral talks in the reviewed official pages is Boozman’s September 25 plan; it does not establish that negotiations subsequently occurred, that a full Senate vote was held, or that a final agreement was reached.

Why SNAP cost allocation remains a dispute

The competing public accounts make clear that SNAP cost allocation was a significant point of disagreement, but they do not establish a neutral explanation of each senator’s motives.

Klobuchar’s objection

On August 6, Senate Agriculture Committee Ranking Member Amy Klobuchar said she supported working with Boozman and pointed to year-round E-15 and other bipartisan amendments as positive elements. Her objection centered on the proposal’s treatment of costs shifted to states and counties. She characterized its approach as a one-year fix and asked for a two-year delay, saying states needed time to reduce error rates and that the one-year approach would disadvantage states with mid-level error rates relative to those with higher rates. Grassley’s account

In an August 7 Q&A, Senator Chuck Grassley said Democrats voted against advancing the bill in protest over SNAP reforms. He also listed priorities including year-round E15, fertilizer, seed and fuel cost transparency, farm payment reforms, and changes related to Proposition 12 and meatpacking competition. After the September committee vote, Boozman said more colleagues’ votes were needed to secure bipartisan passage. That indicates continued political work after committee advancement, but it does not identify a complete list of remaining disagreements. Boozman’s September 16 statement

What the bills cover beyond farm payments

The Farm Bill is a broad policy package, not just a set of commodity subsidies. The House Agriculture Committee says its 2026 measure spans all 12 titles and highlights rural communities, forests, specialty-crop risk management, rural energy costs, agricultural credit, precision agriculture, and conservation on working lands. Because the House and Senate are advancing different texts, meaningful comparison requires looking at the language of each bill and its procedural status separately. SNAP cost allocation, farm safety-net programs, conservation, and rural development are relevant areas to examine; the available official summaries do not provide a complete line-by-line comparison.

What happens next

Boozman said on September 25 that he planned to talk with House counterparts in October, including Democratic counterparts, and aimed to get legislation through both chambers before the end of 2026. He described the planned conversations as bringing the “four corners together.” These are his stated intentions, not evidence that talks took place or that a vote or enactment is assured. For now, the practical distinction is between progress and completion: the House has passed its bill, the Senate committee has advanced another, and a bicameral agreement and full-chamber action remained unconfirmed in the official updates available as of October 7, 2026.
