Anglers younger than 16 are generally exempt from buying a license, but may still need a species-specific report card. Fishing from a public pier in ocean or bay waters is an important exception to the general license rule.
California’s fishing-license age is 16
The California Department of Fish and Wildlife (CDFW) says anyone age 16 or older must have a valid sport fishing license when taking fish, shellfish, reptiles, or amphibians in California. The agency cites Fish and Game Code Section 7145. The age threshold applies to residents and nonresidents alike.
That is the general rule, not a guarantee that every fishing activity requires a license. CDFW’s 2026 regulations identify fishing from a public pier in ocean or bay waters as an exception. Check the rules for your specific location and activity before you go.
Do children under 16 need a license?
Generally, no. A child younger than 16 can fish without buying a sport fishing license. However, being exempt from the license does not exempt a child from every fishing document or rule.

Some fisheries still require a report card
CDFW requires report cards for certain listed fisheries even when the angler does not need a sport fishing license. Its guidance names steelhead, sturgeon, abalone, spiny lobster, and salmon in the Klamath, Trinity, and Smith rivers. Check CDFW’s current species rules to see whether a report card or other requirement applies to your planned fishing.
Resident or nonresident: what changes?
Residency affects which license category you use, not the age threshold. For licensing purposes, CDFW generally defines a California resident as someone who has lived continuously in the state for at least six months immediately before applying. Its definition includes exceptions for active-duty U.S. military members and Job Corps enrollees.
