How to Check Whether an Ethereum Layer 2 Is Safe to Use

A practical checklist for evaluating an Ethereum layer 2: understand its security assumptions, check how users can exit, and assess the full bridge route.

Before putting funds on an Ethereum layer 2 (L2), check whether it actually relies on Ethereum for security and data availability, how its state updates are verified, who can control or upgrade it, and whether you have a workable way to exit if something fails. Then assess the specific bridge route you will use. L2BEAT’s project assessments and risk framework are useful starting points, but a rating describes stated risks and assumptions—not a guarantee that funds are safe.

Start by identifying what kind of network it is

Do not treat “Ethereum L2” as a security description by itself. Ethereum.org’s L2 criteria distinguish optimistic and zero-knowledge rollups and require projects listed as L2s to publish data availability information to Ethereum Mainnet. A sidechain or validium may connect to Ethereum without deriving its security or data availability from Ethereum in the same way.

Check the project’s technical documentation and its L2BEAT assessment to establish what the network is, what it inherits from Ethereum, and what depends on other systems or operators. A name, wallet network list, or marketing description is not enough to establish those properties.

Check where the data needed to verify the network is available

Find out where transaction data—or the data needed to reconstruct the network’s state—is published. It may be posted to Ethereum, or the system may depend on an external data-availability layer or a committee. Those arrangements have different assumptions: if required data is unavailable, independent users may be unable to reconstruct state or challenge an invalid update.

In L2BEAT’s framework, data-availability-layer security and data-availability-bridge security are separate considerations. Look for both rather than treating “data availability” as a single yes-or-no feature. Ask:

  • Can independent users obtain the data needed to reconstruct the network’s state?
  • Where is that data published, and who controls access to it?
  • If the system uses an external layer or committee, what happens if it withholds data or stops operating?
  • Can a challenger obtain the information needed to contest an invalid state update?

Understand how state updates are proved or challenged

Identify the mechanism the network uses to establish that state transitions are valid. Then check who can submit or challenge a proof, what assumptions the proof system makes, and what happens if the system or its configuration fails. For optimistic systems, inspect the fraud-proof challenge process in particular; L2BEAT’s framework distinguishes whether that process is permissioned.

Do not assume that the labels “optimistic” or “zero-knowledge” answer these questions. The project’s implementation and controls determine how the mechanism works in practice. Look for the parties permitted to act, the relevant contracts, and the documented response to a faulty proof or failed challenge process.

Map who operates the network and what users can do during an outage

Find the sequencer and proposer, and read what the project says users can do if either stops operating or censors transactions. Check whether users can submit transactions through Ethereum or use another documented self-sequencing or forced-inclusion route, and whether that route remains usable during the failure you are considering.

Ethereum.org notes that operators can censor transactions or go offline. For optimistic rollups, data published on Ethereum can support state reconstruction and user exits, but that does not establish that every project implements the same escape path. Look for the exact procedure and prerequisites in the project documentation; do not infer an exit mechanism from the network category alone.

Review upgrade powers, emergency controls, and time to exit

Determine who can upgrade the contracts or proof system, how many keys or actors must approve an upgrade, whether there is a delay, and whether emergency powers can bypass it. Check the user exit window for ordinary upgrades separately from any emergency-upgrade authority. A security council that can upgrade instantly presents a different risk from a regular upgrade subject to a delay; Ethereum.org warns that compromise or collusion involving a security council may put funds at risk or freeze them.

L2BEAT’s Risk Rosette Framework uses these thresholds for the exit window after a regular upgrade: green at 30 days or more, excluding the framework’s stated onchain-attributable-bug case; yellow at 7 days or more but under 30 days; and red under 7 days. These are framework thresholds, not empirical measurements of how safe a network is. They also measure a different thing from an optimistic rollup’s withdrawal challenge period.

Ethereum.org describes the optimistic-rollup withdrawal challenge period as approximately seven days. That is a withdrawal delay, not L2BEAT’s measure of the time users have to exit after a regular upgrade. Check which clock applies to the action you may need to take.

Assess the bridge route, not just the destination network

Trace the asset’s complete route from its source to the destination. For each hop, identify the bridge contracts and determine whether verification depends on the source chain, outside parties, or trusted operators. Consider custody, censorship, and technical risks at each step. Ethereum.org identifies smart-contract and technology risks across bridges, with additional custody and censorship risks when trusted operators are involved.

A multi-hop route means relying on multiple contracts and systems. Outages or mismatched accounting between them can affect the route even if the destination network itself continues operating. Confirm what asset you will receive, which bridge issues or holds it, and how the route handles a failure before sending funds.

Weigh the evidence and the network’s maturity

Look for source-code availability, external security reviews or equivalent security testing, active development, operational history, and current documentation of risks and controls. Check that the evidence relates to the contracts and system version in use, rather than assuming an old review covers later changes.

Ethereum.org’s listing policy includes open source, external security review or an equivalent, sustained usage, and more than six months live on Mainnet as criteria for established projects; it says newer projects are less likely to be listed. These are screening signals, not proof of safety. Time live and usage can add context, but neither replaces checking current controls and known assumptions.

Use the same checklist when comparing networks

Compare projects on matching dimensions rather than relying on a single score or slogan. Record what is documented for each network and route; if a detail is not established in the material you can verify, treat it as an open question rather than filling the gap with an assumption.

What to compare What to establish
Network category and data availability Whether data is posted to Ethereum or relies on an external layer or committee, and whether independent users can reconstruct state.
Proof and challenge model How updates are verified, who can challenge them, and what limitations or failure responses apply.
Sequencing and fallback Who sequences and proposes, and what users can do if those operators censor transactions or go offline.
Upgrades and exit window Who controls regular and emergency upgrades, what delays apply, and how much time users have to exit.
Bridge route Contracts and hops involved, verification and custody assumptions, and possible censorship or outage dependencies.
Security evidence and operating history Relevant code reviews or testing, active development, time live, and whether documentation reflects current controls.

Make the decision using current, project-specific information

  1. Open the current L2BEAT project assessment and note its stated risks, assumptions, and framework indicators.
  2. Check the project’s own documentation for data publication, proofs and challenges, sequencer failure procedures, upgrades, and exit instructions.
  3. Trace the exact bridge route and asset you intend to use, including every hop and the contracts or operators involved.
  4. Decide whether you accept each dependency and whether the available exit path and time window suit your circumstances.

Project controls, bridge contracts, risk assessments, and upgrade powers can change, so check them at the time you use the network. No network was specified here, and this checklist does not establish a verdict on any particular L2. Ethereum.org describes L2 technologies as young and somewhat experimental and advises users to decide whether they are comfortable with the risks involved.
