Fees can come from a currency provider, your card issuer, an ATM operator, or a merchant or ATM offering to convert the purchase into dollars. Check your own account terms and the charges shown before accepting a conversion.
Compare the total cost, not just the exchange rate
A quoted rate does not necessarily include every cost. A provider may set its exchange rate and charge a separate fee, so compare the final amount in dollars for the same amount of euros. Banco de España explains that a currency-conversion provider may set a fee in addition to its exchange rate: Banco de España consumer guidance.
For each option, account for all charges that apply:
- The provider’s exchange rate or markup and any explicit conversion fee.
- Your card issuer’s foreign-transaction fee, if any.
- An ATM owner’s access fee and your issuer’s ATM withdrawal fee.
- Any cash-advance fee and interest if you use a credit card to get cash.
There is no universally cheapest way to get euros: the result depends on your account terms, the provider’s rate, the destination, and how much cash you need. The U.S. Department of State advises travelers to check bank policies before leaving because additional fees may apply: Money and Banks | Exchange Programs (U.S.).

Check card and ATM charges before you travel
Card purchases
Read your card agreement or contact the issuer to find out whether it charges a foreign-transaction fee. Depending on the card’s terms, fees may apply to foreign-currency transactions, transactions made outside the United States, or transactions with a foreign merchant. The CFPB’s Regulation Z includes an illustrative example in which a 1% network charge and an additional 2% issuer charge combine to make a 3-percentage-point foreign-transaction fee. That is a regulatory example, not a typical-fee estimate: CFPB Regulation Z § 1026.4.
ATM withdrawals
Check the ATM’s displayed access fee and your bank or card issuer’s withdrawal terms; both may charge you. Before using a credit card for cash, confirm whether the withdrawal counts as a cash advance and check its fee and interest terms. Your debit-card or bank account agreement is the source for your own charges.

Choose euros if a card terminal or ATM offers conversion
At a euro-area checkout or ATM, you may be asked whether to pay in euros or have the transaction converted into dollars. This is dynamic currency conversion (DCC): the merchant or ATM owner arranges the conversion rather than leaving the euro transaction for your issuer to process. Mastercard’s 2025 merchant guide says the merchant or ATM owner and its acquirer may add DCC fees. If you choose euros, your issuer sets the exchange rate and any issuer markup: Mastercard Dynamic Currency Conversion Performance Guide (2025).
If your aim is to avoid DCC, choose euros. If the screen offers conversion to dollars, examine the displayed rate and charges before deciding; a dollar amount can feel more familiar without being the less expensive option. For covered conversions in the EU, the cited regulation requires the markup to be disclosed as a percentage over the latest available ECB euro foreign-exchange reference rate before the transaction. The rule’s scope depends on the transaction and applicable legal provisions: Regulation (EC) No 924/2009, consolidated text dated 19 April 2021.

Use a like-for-like comparison before exchanging cash
- Decide how many euros you need. Compare every option against that same amount so the totals are meaningful.
- Ask for the complete price. Find out how many dollars the provider will charge, including its rate and any separate fee.
- Check account fees. Add any card foreign-transaction charge or ATM fees from both the ATM operator and your issuer.
- Review the transaction screen. If a merchant or ATM offers to convert euros to dollars, read its rate and charges and select euros to avoid DCC.
- Choose a practical way to access cash. Consider the total cost alongside whether the option safely provides the cash you need.
Rates and fees vary by provider and account, and no current like-for-like pricing establishes one best exchange counter, card, or ATM for every U.S. traveler. Compare the terms available for your trip rather than relying on a general claim that one method is always cheapest.
