How to Compare Azure, AWS, and Google Cloud for AI Workloads

There is no universal cloud winner for AI. Compare the models, regions, controls, complete workload costs, and pilot performance your use case actually requires.

There is no evidence-based universal winner among Azure, AWS, and Google Cloud for AI workloads. Compare a specific, configured workload: the models and tasks you need, where data may be processed, required security controls, integration with your existing systems, expected performance, and the full cost of running it. Then test shortlisted options on representative work before committing.

Define the workload before comparing providers

A cloud platform can look attractive on a feature list and still fail a practical requirement: the model may not be available in the required region, the deployment option may not meet data-processing constraints, or the complete service configuration may exceed the budget. Write down the requirements first so every provider is judged against the same use case.

  • Tasks: Specify whether the application needs text generation, vision, speech, translation, embeddings, document processing, or a combination.
  • Models: Identify the required model capabilities and any models that are mandatory. Do not assume a provider’s managed service offers the same models or features as another’s.
  • Data: Record what prompts, outputs, retrieved documents, and other data the workload will handle, and the geographic or regulatory limits on processing them.
  • Traffic and service targets: Estimate typical and peak request volume, concurrency, acceptable response time, and the quality threshold for the task.
  • Architecture: Note where the application, source data, identity system, and operational tools already live, plus any retrieval, agent, evaluation, or observability capabilities required.
  • Budget: Define the usage scenarios to price, including model input and output, deployment or throughput choices, and supporting services.

This becomes the comparison brief. Keep the same task, representative data, traffic assumptions, and success criteria for each candidate.

Compare the actual service and model fit

Product names describe broad platform categories, not equivalent bundles of capabilities. Microsoft groups its AI capabilities under Microsoft Foundry and Foundry Tools. Amazon Bedrock is AWS’s managed foundation-model service, described by AWS as a fully managed way to build and scale generative AI applications using models from multiple providers. Google Cloud’s service comparison places Vertex AI in the AI/ML platform category, including training, hosting, and prediction for generative and predictive models.

Provider Service positioning documented here What to verify for your workload
Microsoft Azure Microsoft Foundry and Foundry Tools; documented tools include speech, translation, language, content understanding, document intelligence, vision, and Azure AI Search. Whether the specific model, tool, dependent service, feature, and quota are available in the intended region.
Amazon Web Services Amazon Bedrock provides managed access to foundation models from multiple providers. Whether the exact model and features are available in the region and configuration you plan to use.
Google Cloud Vertex AI is mapped to the AI/ML platform category, with training, hosting, and prediction capabilities described in Google Cloud’s service comparison. Check current model availability, regions, deployment options, security controls, and pricing in Google Cloud documentation for the intended workload.

This is a comparison of documented positioning, not a claim that the services have feature parity. The available information does not establish a current, exhaustive model-catalog comparison across all three platforms. Confirm that each candidate can deliver the particular model capabilities and application functions you require.

Check region, processing location, and quota together

Do not treat a region selector as a complete answer to where inference data is processed. Microsoft documents global, data-zone, regional, and provisioned deployment choices; these can differ in processing location, billing, and service characteristics. Which choices apply depends on the model, so the deployment matrix for one model should not be generalized to every model.

For Azure, Microsoft advises checking the candidate project region, feature-specific regional support, model quota, and dependent services before creating production resources. Availability can vary by feature and model. For AWS and Google Cloud, verify the precise model, feature, and deployment configuration in current provider documentation; the information available here does not establish equivalent region-by-region details for those services.

  • Confirm that the required model and every dependent feature are offered in an acceptable region.
  • Establish where prompts, outputs, and related data may be processed under the intended deployment option.
  • Check quota and capacity needs against expected traffic before treating availability as production readiness.
  • Record any deployment choice that changes processing location, throughput, billing, or service behavior.

Translate security and compliance requirements into controls

Compare concrete controls in the exact configuration you intend to deploy rather than relying on broad statements that a platform is secure or compliant. Map your requirements for identity and permissions, encryption in transit and at rest, key management, private network access, and applicable compliance scope to provider documentation.

AWS documents that Bedrock data is encrypted in transit and at rest, that customers can manage encryption keys using AWS Key Management Service (KMS), that identity-based policies control permitted actions, and that AWS PrivateLink can provide private connectivity from a virtual private cloud. These documented controls are useful items to evaluate, but they are not a complete independent security assessment or a side-by-side audit of Azure and Google Cloud. Verify equivalent controls and the compliance scope relevant to your workload for each shortlisted configuration.

Estimate the complete workload cost

There is no established cheapest provider in the available comparison. A model’s listed token price is not the total cost of an AI application: the estimate must match the chosen model, region, deployment or throughput option, expected input and output, and the services needed to support the workload.

  1. Choose realistic usage cases. Estimate normal and peak request volume, input size, output size, and operating schedule using the same assumptions for each provider.
  2. Price the exact configuration. Use current provider pricing information for the selected model, region, and deployment choice. AWS publishes Bedrock pricing by model and region; Microsoft documents token-based and provisioned throughput options.
  3. Include dependencies. Add the services required by the architecture, such as data access, retrieval, application hosting, or monitoring, where applicable. Do not compare a model-only figure on one platform with a full application estimate on another.
  4. Check the estimate against actual use. During a pilot, track consumption and update the estimate with observed request patterns and the configuration tested.

Run a representative pilot for quality and performance

No comparable cross-provider benchmark is established here, so a general performance ranking would be misleading. Latency, throughput, and answer quality depend on the selected model, deployment, workload, and evaluation criteria. Test candidate environments with the same representative tasks and data rather than relying on a provider-level label or an unrelated benchmark.

  1. Build a representative test set. Use realistic inputs and, where appropriate, reference answers or explicit quality criteria. Include ordinary cases and difficult cases the application must handle.
  2. Keep the comparison controlled. Apply the same task, prompts, data, concurrency assumptions, and success criteria to each candidate. Record the model and deployment configuration used.
  3. Measure what matters. Evaluate task quality alongside response time and behavior under expected concurrency. Include the operational requirements that matter to the application, such as evaluation or observability capabilities.
  4. Make a workload-specific choice. Select only after comparing the pilot results with the region, security, integration, and cost requirements. A strong result on one task does not establish that the platform is best for other workloads.

Microsoft describes evaluation and observability capabilities for generative AI applications and notes that some features are billed based on consumption. The available information does not provide an equivalent full comparison of integration, evaluation, and observability features across AWS and Google Cloud, so assess the exact capabilities required in each candidate environment.

Use a decision checklist, not a vendor ranking

  • Can the provider deliver the required model capabilities and application tasks?
  • Are the model, features, quota, and dependent services available in an acceptable configuration and region?
  • Does the data-processing arrangement satisfy the workload’s geographic and compliance constraints?
  • Are the required identity, encryption, key-management, and network controls documented for the selected configuration?
  • Does the platform fit the existing data, application, identity, and operations architecture without adding unacceptable complexity?
  • Does the complete cost estimate fit the budget under realistic and peak usage scenarios?
  • Does a representative pilot meet quality, latency, throughput, and operational needs?

If several providers pass these checks, the best choice is the one that meets the workload’s requirements with acceptable cost and operational effort—not a universal cloud winner.
