What Alabama’s large-load review says about power costs
Alabama Power says Act 610 applies beginning October 1, 2026, to covered agreements involving loads of at least 150 megawatts. The utility describes an approval standard addressing incremental costs and positive benefits for other retail customers. This is the utility’s account of the law and its review process; it does not show that the Gallion-area report involves a load of that size or that an agreement has been filed or approved.
Alabama Power also says that in July 2026 the Public Service Commission extended the post-filing agreement approval period from 10 to 45 days. Large-load proposals raise practical questions for customers: how much capacity a project requests, what transmission or other infrastructure it requires, how costs are assigned, and what happens if demand is lower than forecast. Alabama Power describes studies and contract terms, while the Commission president has warned about overbuilding and shifting costs to other customers. Neither account establishes the effects of this particular reported site. Alabama’s Chapter 9B program allows negotiated tax abatements for qualifying projects. The Department of Revenue says certain data-processing centers awarded abatements before January 1, 2027, may receive up to 30 years of property- and sales-tax abatements, subject to specified investment conditions. To understand a project’s fiscal effect, residents would need the actual incentive agreement and applicable law. The relevant questions include which taxes would be abated, for how long, what investment conditions apply, and what public commitments or revenues are expected. Without those documents, neither a loss of local revenue nor a net financial benefit can be responsibly assigned to this proposal.
Why the “easy target” explanation remains unproven
The available accounts connect the story to rural Gallion and community calls for zoning changes near Demopolis, but they do not substantiate a company strategy to choose places with weak oversight. They also do not establish whether the reported site is inside Demopolis, in unincorporated territory, or at another location governed by different rules.
