Hyundai and Kia have offered more than one free response to thefts linked to the social-media-popularized “Kia Boys” method: a software upgrade launched in 2023 and, under a separate multistate settlement announced in December 2025, a zinc-reinforced ignition-cylinder protector for eligible vehicles. The remedies are vehicle-specific, so check your VIN rather than assume your car qualifies—or that one fix makes theft impossible.
What Hyundai and Kia are fixing
The issue involved certain vehicles with a turn-key ignition and no engine immobilizer. An immobilizer prevents the engine from starting without the vehicle’s coded key. The National Highway Traffic Safety Administration (NHTSA) said in February 2023 that about 3.8 million Hyundai vehicles and 4.5 million Kia vehicles were involved in the software campaign. Those totals do not mean every vehicle from either brand is affected. NHTSA’s campaign announcement and the manufacturers’ VIN tools describe the vehicle-specific scope.
Hyundai says vehicles with push-button start or produced after November 2021 have an engine immobilizer and are outside the software-upgrade issue described on its owner page. For a turn-key vehicle, the VIN—not the make or model alone—is the practical way to confirm eligibility. Hyundai’s anti-theft upgrade page directs owners to its eligibility tool.
How the 2023 software upgrade works
The free software upgrade changes the theft-alarm logic: it extends the alarm from 30 seconds to one minute and requires the key to be in the ignition switch to start the vehicle. Hyundai described its campaign as rolling out in phases from February through May 2023. The upgrade is intended to deter the theft method at issue; it is not a guarantee that a vehicle cannot be stolen.

Hyundai’s service campaign page says the software upgrade and related service campaigns should be performed by dealers. It also describes an earlier consumer class-action settlement concerning allegations about certain 2011–2022 model-year vehicles without immobilizers; that litigation is separate from the later multistate agreement. Hyundai says no party was found liable because the parties reached a voluntary settlement. Hyundai’s service campaign page provides its description of that earlier matter.
What the December 2025 settlement adds
On December 16, 2025, North Carolina’s Department of Justice announced a multistate settlement reached by Hyundai, Kia and 35 other state attorneys general. A key new remedy is a free zinc-reinforced ignition-cylinder protector for eligible owners or lessees. The protector is intended to strengthen the ignition cylinder against the theft method. It may be available even if a vehicle previously qualified only for the software upgrade.

The state announcement says eligible owners will be notified and have one year from the notice to schedule an appointment. Because appointment procedures and individual eligibility can depend on current implementation, follow the instructions in the notice and check the official settlement information. North Carolina’s settlement announcement describes the terms.
The settlement also provides for up to $4.5 million in restitution for qualifying consumers whose vehicles were damaged by theft on or after April 29, 2025, before they had an opportunity to have the protector installed. This is a maximum pool under the described agreement, not a guaranteed payment or amount for each claimant. The state announcement says thieves were able to bypass the software update and thefts continued, so the update should not be treated as a theft-proofing guarantee.

How the remedies differ
| Remedy | What it does | Who should check |
|---|---|---|
| 2023 software upgrade | Changes alarm duration and requires the key in the ignition to start the vehicle. | Owners of eligible vehicles; confirm by VIN with the manufacturer. |
| 2025 settlement ignition-cylinder protector | Adds a free zinc-reinforced protector installed for eligible vehicles. | Owners or lessees should use the manufacturer or settlement instructions; some vehicles that previously qualified only for software may qualify. |
| Steering-wheel lock | Provides a visible, supplemental physical deterrent; it is not the software upgrade or cylinder-protector repair. | Ask the manufacturer about free-program eligibility and availability. |
How to check your vehicle and arrange a remedy
- Find your 17-digit VIN. It is commonly visible through the windshield at the driver-side dashboard or on vehicle documents.
- Check Hyundai eligibility. Use the VIN eligibility tool linked from Hyundai’s anti-theft software page.
- Check Kia eligibility. Enter the VIN in Kia’s support page to see whether the vehicle qualifies for a software upgrade or ignition-cylinder protector: Kia Anti-Theft Support Actions.
- Follow the result and any notice. If the vehicle qualifies, use the manufacturer’s instructions to arrange service. If you receive a settlement notice about a protector, follow its appointment deadline and process; do not assume that the earlier software upgrade replaces this step.
The manufacturers direct owners to VIN-based tools rather than one universal model-year list. Eligibility and current service procedures can change, so rely on the live tool and any written notice for your vehicle.
Are free steering-wheel locks available?
Kia says it continues to offer steering-wheel locks free to impacted owners and lessees, alongside free software upgrades nationally and a free ignition-cylinder protector for vehicles not eligible for the software upgrade. Ask Kia whether your vehicle and location qualify and whether locks are currently available. NHTSA reported in February 2023 that Hyundai and Kia had provided more than 26,000 steering-wheel locks since November 2022 through 77 law-enforcement agencies in 12 states. That dated distribution figure does not establish current inventory or availability everywhere. Kia’s support page lists its anti-theft support actions.

North Carolina’s 2025 announcement says a report found engine immobilizers in 26% of Hyundai and Kia vehicles sold in the United States in 2015, compared with 96% of vehicles sold by other manufacturers that year. The state attributes those figures to another report; they are not a current estimate of affected vehicles or proof that a particular car lacks an immobilizer. Check the VIN for your vehicle.
