What Mphasis will do
The contract, formally titled “Support and Maintenance of Core Benefit Platform (SPM),” covers ongoing operations for Social Security Scotland’s benefits case-management platform—not the replacement of that system. The award notice describes work on operational monitoring and remediation for the platform and its associated batch processes.
The listed support activities include:
- Incident and defect management
- Change and service-request management
- Knowledge management
- Operational support for both SPM and batch processes
Mphasis announced the extended collaboration on 6 October 2026, saying it will manage and maintain the benefits management platform. What the £35.39 million contract value means
The award notice publishes a total value of £35,388,788.96 excluding VAT. That is the stated contract value, not a guarantee that the whole amount will be spent. The notice says estimated additional services may not be required and actual spending may vary. Extension is an option, not a confirmed term
The notice permits an extension of up to 36 months. This is an available option, not evidence that Social Security Scotland has exercised it. The available notice does not establish a definite end date, so it would be misleading to describe the contract as having a confirmed duration that includes those additional months. How the contract was evaluated
The award notice gives the criteria weights as 55 for technical quality and 45 for price. These weights show the relative emphasis used in evaluating bids; they do not, by themselves, establish the performance of the service or the results Mphasis will deliver. Who the platform serves
Mphasis says the platform supports around 2 million people across Scotland and describes it as central to benefit applications, eligibility decisions and payments. The reach figure and characterization are the company’s, rather than an independently verified user count. Social Security Scotland has previously described Mphasis as providing specialist digital and technical support. In a June 2025 account, the agency reported that Mphasis hosted a STEM session at Baldragon Academy, where pupil feedback averaged 4.2 out of 5. The agency’s 2024–2025 annual procurement report also records that Mphasis engaged one Modern Apprentice from an area within the 10% most deprived of Glasgow.
