A strong draft can help attract attention and signatures, but signatures alone do not guarantee a response or action. Start by defining the change, identifying who has authority to make it, and planning how you will deliver the petition.
Decide what you want to change
Before writing a headline, finish this sentence: “I am asking [decision-maker] to [specific action] by [relevant date or milestone].” The request should describe an outcome the recipient could actually take, not just a broad hope such as “fix the problem.”
Then decide what progress would look like. Possible measures include a public response, a vote, a policy change, or implementation of the requested action. A signature target can also be a campaign milestone, but it is not the same as the change you are seeking. Change.org’s petition starter kit offers practical guidance on setting a clear goal and organizing a campaign.
Address the person who can act
Find the official, administrator, company leader, board, or other person with responsibility for the decision. A famous person may draw attention, but is a poor target if they cannot authorize the change. Check the recipient’s role and the appropriate contact channel before you publish.

If authority is divided, identify the body or official with the power to take the next concrete step. You can name additional supporters or stakeholders in your explanation, but keep the petition’s main request directed at a recipient who can respond.
Write a title that states the action
Use a short, specific headline that tells readers what should happen and, when helpful, who should do it. An action verb makes the request easier to understand. For example, “Ask the city council to add a safer school crossing on Oak Street” is more informative than “Road safety now.”
An Action Network-hosted Friends of the Earth guide suggests ten words or fewer as a useful title rule of thumb, not a universal requirement. Its advice is to make the desired change clear: “The title of your petition is the first thing people will see, so pick the right one and make clear what change you want to see.”

- Avoid vague issue labels, unexplained acronyms, excessive capital letters, and strings of exclamation marks.
Explain the problem and make the case
Write for two audiences: someone deciding whether to sign, and the recipient who will read the petition. Put the request and the reason to care near the beginning. Then explain the problem, who is affected, and how the requested change could help.

- Show why it matters. Give a concrete example or explain the real-world effect on people or a community.
- Make the request explicit. State what you want the decision-maker to do.
- Support key claims. Use accurate, relevant facts and explain their connection to the request.
- Invite the reader to sign. Make the next step direct and easy to find.
A personal account can make an issue understandable, especially when it comes from someone affected. Keep it truthful, relevant, and respectful. If readers may raise a reasonable objection, answer it with evidence instead of overstating the case. Short paragraphs and clear section labels help people scan the petition without losing the main point.
Choose an image and protect trust
If the platform lets you add an image, choose one that clearly relates to the issue. Change.org’s guidance favors simple, specific imagery and describes examples from the platform’s own experience; that is an observation, not proof that a particular image will increase signatures in every campaign. A relevant local landmark or public figure may add context when appropriate. Use an image you own or have permission to reuse.

Collect only the signer information needed for the petition’s purpose, and explain how it will be used. A clear request and honest explanation give supporters a better basis for deciding whether to sign.
How to get more signatures on a petition
Publishing the petition is the beginning of outreach, not the whole campaign. Identify people and groups with a genuine connection to the issue, ask supporters to share it with relevant networks, and consider direct outreach or other campaign actions. Keep the explanation consistent wherever you share the link so readers understand the same request and target.

Historical signature statistics can provide context, but not a forecast for a new campaign. In a 2013 analysis, Oxford Internet Institute researchers found that 0.7% of petitions in the historical UK government-petition dataset they analyzed reached 10,000 signatures and 0.1% reached 100,000. The paper also studied 1,800 petitions on the US White House site, but those quoted percentages are UK outcomes. The study’s platforms, samples, and thresholds are historical—not current universal targets. It also reported that outreach factor fell to 0.1% after 10 hours in the UK dataset and 30 hours in the US dataset; those patterns describe the datasets analyzed, not a rule for how quickly every present-day petition will rise or stall. Deliver the petition and follow up
Plan how the petition will reach its recipient. The right method depends on the recipient’s preferences, what materials need to accompany the signatures, your timeline, and whether a public handoff or meeting matters.

If possible, time delivery around a relevant vote, meeting, consultation, or policy review. After sending or handing it over, confirm receipt and tell supporters what happened. That follow-up helps close the loop whether the recipient agrees, declines, or has not yet responded.
Check formal rules before collecting signatures
An online campaign petition and a petition intended for a ballot measure or legislative process may have very different requirements. For formal use, check the relevant official rules before collecting names. Depending on the jurisdiction and purpose, rules may cover who is eligible to sign, who may circulate a petition, which forms must be used, and how signatures are collected or verified. A general writing guide cannot establish whether a petition is legally sufficient in a particular place.

Do not assume that signatures gathered on a public online platform will satisfy official collection or verification requirements. Compare the platform’s process with the rules issued by the election authority or other responsible public office for your specific petition.
What signatures can—and cannot—do
A petition communicates support for a request and can give a decision-maker a reason to respond. It does not automatically compel action, establish that every signer has the same views, or guarantee a particular outcome. The clearest way to make a petition useful is to pair a focused request with a responsible recipient, an understandable explanation, a considered outreach plan, and deliberate delivery.
