NEPRA’s 7 January 2026 determination for PESCO left net-metering fixed charges unchanged in that decision. Later, NEPRA listed the 2026 Prosumer Regulations and amendments dated 28 April and 6 August, but the available material does not show the operative amendment text or the applicable current tariff schedule. A claim that a new charge applies to every solar user—or a specific rupees-per-kW figure—therefore cannot be confirmed from these documents.
What NEPRA decided in January 2026
In its 7 January 2026 determination on PESCO’s supply tariff, NEPRA considered whether to revise the fixed charges levied on net-metering consumers. It said it would review the charge after relevant studies were completed and the Prosumer Regulations and export-rate methodology were finalized. For that determination, NEPRA decided not to make a change.
That decision is specific to the determination and its date. It is not proof that charges could never change later, nor does it establish the current charge for every distribution company or consumer category.
What changed later—and what remains unconfirmed
NEPRA’s official legal index lists notification of the National Electric Power Regulatory Authority (Prosumers) Regulations, 2026, on 9 February 2026. The index also lists amendments dated 28 April and 6 August 2026.

The available indexed material does not provide the full operative text of those amendments or a current consumer-end fixed-charge schedule. It therefore does not confirm the amount, effective date, billing basis, or customer groups covered. Nor does it establish whether existing agreements and new applications are treated differently. Those details need to be checked in the applicable regulation and tariff schedule before a bill or social-media claim can be treated as evidence of a general rule.
Why one figure may not apply to every solar bill
A fixed-charge rule, if applicable, must be read alongside the terms that define who pays and how the charge is calculated. The relevant documents may distinguish among distribution companies, tariff categories, sanctioned load or another billing determinant, and the date or status of a prosumer arrangement. The material available here does not establish how those factors are treated under the later amendments.

Keep the bill components separate when checking a claim. A fixed charge is not the same item as charges for electricity imported from the grid or credits or rates for electricity exported to it. A change to one component does not, by itself, prove a change to the others.
How to check whether a charge applies to your account
- Identify your distribution company and tariff category. Use the details on your electricity bill; the January determination discussed here concerns PESCO, not every distribution company.
- Check your prosumer or net-metering documents. Note the agreement or application date and any sanctioned-load or other billing details shown there.
- Ask the distribution company for the current approved tariff schedule and the operative NEPRA provision. Request the specific charge basis, amount, effective date, and any transition rule that applies to your account.
- Compare the cited rule with the bill line item. Ask the company to identify whether the amount is a fixed charge, an imported-energy charge, or another adjustment, and how it was calculated.
- Do not rely on a figure without its scope. A rupee amount is not enough to establish a rule unless it is tied to the applicable schedule, consumer category, billing basis, and effective date.
The dated regulatory record
- 7 January 2026: NEPRA’s PESCO supply-tariff determination deferred a review of net-metering fixed-charge quantum and made no change for that determination.
- 9 February 2026: NEPRA’s legal index lists notification of the 2026 Prosumer Regulations.
- 28 April 2026: NEPRA’s legal index lists an amendment to those regulations.
- 6 August 2026: NEPRA’s legal index lists a further amendment.
The January decision alone cannot answer what applies after the later amendments. Until the operative text and relevant tariff schedule are checked, the defensible conclusion is that the current amount and coverage are unconfirmed—not that a new charge is universal or that none can apply.
