When Bitcoin’s price changes, the dollar value of a government’s fixed Bitcoin holdings changes too—even if the number of coins stays the same. That movement is not automatically a cash loss or a change in a country’s conventional foreign-exchange reserves. The practical risk depends on how large the Bitcoin portfolio is, whether the government needs to sell it, how it is accounted for, and whether public obligations are tied to it.
What price volatility changes—and what it does not
A simple way to understand the effect is:
Marked value in dollars = BTC held × market price per BTC
If a government holds a fixed quantity of BTC and the market price falls, the portfolio’s marked dollar value falls. If the price rises, that value rises. The coin count itself has not changed.
A lower market value does not by itself establish that the government sold Bitcoin, realized a loss, or has a budget shortfall. A sale makes a gain or loss real in cash terms; accounting rules may also recognize valuation changes without a sale. The IMF describes crypto-asset valuation as expectation-driven and price volatility as high (IMF Country Report No. 25/58, February 2025; IMF Finance & Development, June 2018).

Bitcoin holdings are not automatically official reserves
“Government Bitcoin holdings” or “public-sector Bitcoin portfolio” is more precise than “international reserves” unless an official classification says otherwise. International reserve statistics track assets and obligations relevant to a country’s foreign-currency liquidity. The IMF’s International Reserves and Foreign Currency Liquidity framework reports official reserve assets, other foreign-currency assets, and related obligations; a Bitcoin balance should not be assumed to fit the same category (IMF IRFCL dataset description).
The distinction matters because a reserve asset is expected to support external payments and liquidity management. A volatile crypto holding should not be treated as a one-for-one substitute for liquid foreign currency. In its 2023 synthesis, the IMF and Financial Stability Board advised that “central banks should also avoid holding crypto-assets in their official reserve assets.” This is policy guidance, not a claim that every central bank currently holds—or does not hold—crypto-assets (IMF-FSB Synthesis Paper: Policies for Crypto-Assets, 2023).

How volatility can become a fiscal or liquidity risk
A price move is only one part of public-sector exposure. The consequences depend on how the holding is used, financed, reported, and governed.
- Portfolio valuation: A fall in price reduces the marked value of a fixed BTC balance. The size of the exposure depends on both the quantity held and the market price at the valuation date.
- Liquidity needs: If the government needs cash for external payments or other spending, it may have to sell assets. Whether and how much Bitcoin can be sold at a particular price depends on execution conditions, custody, and any restrictions; a quoted market price alone does not establish the proceeds from a government sale.
- Budget and contingent liabilities: Purchases and operating costs can affect public finances. Guarantees of convertibility or other commitments may create obligations that become more costly under stress. The IMF’s guidance emphasizes limiting fiscal and operational risks and disclosing contingent liabilities (IMF-FSB Synthesis Paper, 2023).
- Transparency and governance: Clear reporting of balances, custody, institutional responsibilities, and transfers helps distinguish actual accumulation from movements between wallets—and price-driven valuation changes from changes in coin count. Without reliable disclosure, the public cannot confidently assess the scale of exposure.
These channels should not be conflated. For example, reported operating costs around public crypto infrastructure are not themselves a measure of a Bitcoin portfolio’s price loss.

El Salvador: a dated example, not a current valuation
El Salvador provides a documented case, but its reported figures must be tied to their dates. The IMF’s February 2025 country report said the government held about 6,070 BTC through the Bitcoin Management Agency. It valued those holdings at around US$600 million at the report’s reference point, roughly 2 percent of GDP. Those are historical estimates, not a live or current portfolio valuation (IMF Country Report No. 25/58, February 12, 2025).
The report also estimated annual Chivo operating costs at 0.1 percent of GDP. That is a historical estimate of operating exposure around public Bitcoin infrastructure, not a measure of price-driven losses on the government’s BTC holdings (IMF Country Report No. 25/58, February 2025).

In its October 1, 2026 update, the IMF said El Salvador’s reserve and liquidity buffers had strengthened, work continued to reduce state involvement and improve public-sector Bitcoin disclosure, and no further accumulation was envisaged beyond documented donations. The release did not provide a new BTC count or market valuation, so the February 2025 figures should not be carried forward as current. It also reported gross international reserves of US$4,814 million in 2025 and US$5,346 million in 2026; these are macroeconomic table estimates or projections for conventional gross international reserves, not Bitcoin portfolio values (IMF Executive Board review update, October 1, 2026).
The IMF stated: “No further Bitcoin accumulation is envisaged beyond the documented donations.” The same update noted that majority ownership and control of Chivo had transferred to a private operator, while transparency on public-sector Bitcoin holdings still needed improvement. Its account is specific to El Salvador’s evolving policy and IMF program; it should not be treated as a description of government practice everywhere (IMF Executive Board review update, October 1, 2026).

What a reader should look for in a government’s reported exposure
- Coin balance and valuation date: A BTC count and its dollar valuation are separate figures. Check when each was measured and whether a newer disclosure exists.
- Classification: Determine whether the reported asset is classified as an official reserve asset, another public-sector holding, or something else.
- Liquidity and obligations: Look for information about access to foreign currency, scheduled external payments, guarantees, or other commitments—not just the market value of crypto holdings.
- Custody and governance: Identify which public institutions control the assets, how balances and transfers are reported, and whether reporting is independently verified.
- Fiscal links: Separate direct purchases and operating costs from contingent liabilities and from unrealized valuation changes.
The reviewed sources do not establish a complete, independently verified inventory of government-held Bitcoin worldwide. El Salvador’s documented case therefore cannot be used to infer a global total.
