What Europe’s IRIS² Satellite Network Is—and What It Will Cost

IRIS² is a planned EU secure-connectivity system with government and commercial ambitions. Its published 2024 concession cost was €10.6 billion, while additional investment announced in 2026 has not produced a revised total.

IRIS² is the European Union’s planned secure-connectivity satellite system, designed first to serve governments and critical operations while also enabling commercial services through partners. It is not yet a live household broadband alternative to Starlink: services are planned to begin rolling out progressively from 2029, with full service targeted for 2030. The best published cost figure remains the €10.6 billion reported for the 12-year concession when it was signed in 2024; an August 2026 update describes additional investment but gives no revised total.

What is IRIS²?

IRIS² stands for Infrastructure for Resilience, Interconnectivity and Security by Satellite. The EU describes it as a multi-orbit satellite system intended to provide secure connectivity to Member States and government authorities, while also supporting commercial connectivity for businesses and citizens, including in areas with connectivity gaps.

Its central public purpose is continuity: keeping government and critical operations connected when terrestrial networks are unavailable, disrupted or insufficient. Intended government uses include defence, border control and crisis management. Commercial application areas include aviation, maritime communications and Internet of Things (IoT) networks. The Joint Research Centre also describes work related to 5G non-terrestrial network standards. These are planned capabilities and application areas, not evidence that IRIS² services are already operating.

How much will IRIS² cost?

The European Space Agency (ESA) reported a €10.6 billion cost for the full 12-year concession when the contract was signed in December 2024. That is a contract-era figure, not a confirmed revised programme total for 2026.

Published contract-era funding Amount What the figure covers
European Union €6 billion ESA reported this contribution across three EU financial perspectives.
European Space Agency €550 million ESA’s reported contribution to the concession.
Private industry More than €4 billion ESA’s reported private-sector funding contribution.
Full 12-year concession €10.6 billion ESA’s reported total at signing in 2024.

On 7 August 2026, the European Union Agency for the Space Programme (EUSPA) said that faster deployment and added defence and security capacity would require further investment. It identified resources from the 2028–2034 EU budget and contributions from Member States and third countries. The same update reported that Poland committed €656 million, Hungary €500 million, and Spain announced investments between €1.6 billion and €2 billion. EUSPA did not publish a revised total programme cost or explain a basis for adding those national figures to the 2024 concession total, so they should not be treated as a new all-in price.

Who is building and operating the system?

The European Commission signed a 12-year concession with SpaceRISE on 16 December 2024 for development, deployment and operation of IRIS². SpaceRISE comprises satellite operators SES, Eutelsat and Hispasat. Its European subcontractors include Thales Alenia Space, OHB, Airbus Defence and Space, Telespazio, Deutsche Telekom, Orange, Hisdesat and Thales SIX.

How many satellites will IRIS² have?

The published baseline configuration is around 290 satellites across three orbital layers, according to the EU Space Policy explainer:

Orbital layer Published baseline count Role in the stated architecture
Medium Earth Orbit (MEO) 18 Part of the multi-orbit constellation.
Higher Low Earth Orbit (LEO-High) 264 Part of the multi-orbit constellation.
Lower Low Earth Orbit (LEO-Low) 10 Part of the multi-orbit constellation.
Total Around 290 Published baseline configuration.

The August 2026 EUSPA update says the constellation is being expanded as part of the reinforced architecture, but does not give a new satellite count. The baseline numbers therefore describe the announced configuration, not a confirmed final count.

When will IRIS² be operational?

The schedule has moved toward earlier services, but the milestones remain plans rather than completed launches or operational results.

Milestone Published timing What it means
Design and development 2025–2028 EU Space Policy timeline.
First launch Envisaged for 2029 ESA’s contract announcement; an intended milestone.
Deployment 2029–2030 EU Space Policy timeline.
Progressive operational service rollout From 2029 EUSPA’s August 2026 implementation update.
Full service By 2030 EU target; not a statement that full service is already available.
Exploitation 2030–2037 EU Space Policy timeline.

European Commissioner for Defence and Space Andrius Kubilius said in 2026 that the reinforced architecture was expected to increase secure governmental capacity within the Union by more than 60%. That is an official projection about the planned system, not a measured result from an operating network.

Is IRIS² Europe’s answer to Starlink?

It is an answer to some of the same connectivity challenges, but the two systems are not currently equivalent consumer products. The European Commission describes Starlink as an available low-Earth-orbit household broadband service, while IRIS² is being developed around secure government connectivity and partner-delivered commercial services.

Comparison IRIS² Starlink
Availability Planned progressive services from 2029; full service targeted by 2030 (EUSPA and EU Space Policy). Operating consumer broadband service (European Commission policy page).
Primary emphasis Secure connectivity for governments and critical operations, with planned commercial services through partners (European Commission and Joint Research Centre). Household broadband offer (European Commission policy page).
Architecture Published baseline of around 290 satellites across MEO, LEO-High and LEO-Low; expansion has been announced without a revised count (EU Space Policy; EUSPA, 7 August 2026). LEO household broadband option (European Commission policy page).
European consumer price No comparable consumer tariff is stated in the cited official material. €50–€90 per month in the Commission policy-page snapshot; this is not a like-for-like performance or total-cost comparison.
Performance comparison No comparable consumer latency or performance results are stated in the cited official material. No like-for-like comparison is established by the cited material.

The Commission’s €50–€90 monthly Starlink range is a policy-page snapshot, not an IRIS² price or a complete comparison of equipment, coverage, speed or service terms. Official sources cited here do not establish an IRIS² consumer price, operational performance trial or user-experience result. It would therefore be premature to claim that IRIS² currently outperforms Starlink on speed, latency or reliability.

Will IRIS² provide satellite internet to consumers?

Commercial connectivity for companies and citizens is part of the programme’s stated ambition, including service in areas with connectivity gaps. However, the planned commercial model is through partners, and the official programme descriptions do not establish a retail IRIS² signup offer, consumer tariff or currently available home internet service. For now, its defining role is a European public secure-connectivity programme with commercial services planned alongside it—not a ready-made household Starlink substitute.
