Each step is a decision gate, not a guarantee: many discoveries never become mines. Rehabilitation and closure are also part of the mine’s lifecycle.
From exploration target to producing mine: the main stages
The sequence below reflects a broad mining lifecycle. In practice, stages can overlap, and their details vary with the country, commodity, deposit and project design.

Why a discovery is not the same as a mineable project
Drilling or other exploration may identify mineralization, but that alone does not establish that a deposit can be mined profitably, that a suitable processing route exists, or that a company can secure the approvals and funds to build. More work is needed to reduce uncertainty about the deposit and to examine how a mine could operate.
It is important not to treat a mineral resource estimate as a promise of production. Resource estimates are part of evaluating what may be present; feasibility work asks broader questions about whether a particular mine design and processing approach can work under stated technical, economic and project assumptions. The distinction and the terminology used for reporting depend on the applicable reporting framework; the broad lifecycle does not make every resource a reserve or a future mine.

How studies, permits and investment decisions fit together
Studies test a specific project concept
Pre-feasibility and feasibility assessments connect geology to a proposed operation: how material might be mined, how it might be processed or purified, what infrastructure and investment would be required, and what environmental management and execution involve. Their conclusions depend on the assumptions used. A plan or target schedule describes a proposed path toward commercial production, not a guarantee that the schedule will be met.
Approvals are specific to the project and jurisdiction
There is no universal permit checklist. Approvals can cover separate aspects of extraction, land use, discharges and operation, alongside other requirements. For example, a disclosure for a Norwegian project listed an extraction permit for state minerals, a land-use zoning revision, a discharge permit and an operating license; it also listed secondary waste-management and baseline-monitoring approvals. That is an illustration of one project’s requirements, not a template for other mines.

Environmental assessment and management, monitoring and stakeholder work may proceed alongside engineering and studies rather than waiting for every technical question to be settled. Their scope and timing depend on the project and its legal setting.
Financing follows a project-specific investment judgment
When a project is sufficiently defined, the company and potential funders weigh its expected value against capital requirements, technical and execution risks, commodity-price assumptions, approvals and the capacity to build and operate it. A positive study is not itself financing, and financing is not itself a construction decision. The World Bank’s mining framework describes financing and technical know-how as necessary to implement development after feasibility establishes technical, economic and financial justification; it does not prescribe a universal funding structure.

Why some discoveries take decades—or never reach production
Lead times vary substantially. A 2016 World Bank working paper reported that one-third of copper discoveries since 1950 had lead times of 30 or more years, compared with 4.5 percent of gold discoveries. These are historical figures from that paper, not current averages or a forecast for any particular project.
Elapsed time and outcome can reflect the mineral type, deposit size and grade, financing conditions, country factors and commodity prices. Projects can also stall when evidence is not sufficient to support a mineable deposit, mining or processing proves difficult, infrastructure is constrained, project assumptions cease to be economic, permitting and environmental review take time, or financing conditions change. The available evidence does not establish a single ranked cause or a universal probability that a discovery will become a mine.

How to compare two proposed mine projects
For a reader assessing projects as investments or following company disclosures, compare their maturity and assumptions rather than treating a discovery announcement as equivalent to a construction-ready asset. Useful questions include:
- How far has geological work progressed, and how much confidence does the company report in its estimates?
- What mining method and processing route are proposed, and what technical uncertainties remain?
- What capital and operating requirements are described, and what assumptions underpin the economics?
- What infrastructure is needed, and how advanced are plans for water, waste, transport and utilities?
- What environmental and community context applies, and what engagement or management work is described?
- Which approvals have been obtained, which remain outstanding, and what jurisdiction-specific steps apply?
- What commodity-price and financing assumptions support the project, and has the company made an investment decision?
- How developed are engineering, procurement and construction planning, schedule assumptions, and closure planning?
These are assessment axes, not a universal scorecard. A project schedule or study should be read as a plan tied to its assumptions and approvals, not as proof of future production.

Production is not the end of the lifecycle
Mining operations involve extraction and, as applicable, processing, purification, transport or sale. Once production ends, rehabilitation and closure work remains. Applicable legal requirements and closure plans depend on the particular mine and jurisdiction, so closure should be considered as part of project planning rather than treated as an issue that begins only when a mine shuts down.
