Caitlin Kalinowski, the executive who led OpenAI’s robotics and hardware work, announced her resignation on March 7, 2026, after the company agreed to provide models to the U.S. Department of Defense. In a statement attributed to her, Kalinowski said AI can serve national-security needs but that domestic surveillance without judicial oversight and lethal autonomy without human authorization cross clear lines. Her objection was to the speed and governance of the deal—not to every military use of AI.
Who Caitlin Kalinowski is
Kalinowski joined OpenAI in November 2024 after working at Meta on augmented-reality hardware, according to secondary coverage from Türkiye Today. At OpenAI she was responsible for robotics and consumer-hardware initiatives. News reports commonly call her the company’s “robotics chief,” although the available sources do not establish that as her formal corporate title.
Nothing in the available reporting indicates that she ran OpenAI’s overall research, safety or policy organizations. What OpenAI agreed to with the Pentagon
According to Computerworld and Türkiye Today, OpenAI signed the arrangement on February 27, 2026. The reported deal gives the U.S. military access to OpenAI models on classified cloud networks for uses including cybersecurity, intelligence analysis and logistics.
The full operative contract is not reproduced in the available coverage. Readers should therefore distinguish reported terms from independently verified clauses. The reports do not establish that the agreement involved OpenAI’s physical-robotics program or that the public has seen every restriction, agency definition or enforcement mechanism.

The immediate backdrop was Anthropic’s reported refusal to accept Pentagon terms it considered incompatible with limits on mass domestic surveillance and fully autonomous weapons. The Pentagon then designated Anthropic a supply-chain risk, after which OpenAI announced its own agreement. Sam Altman later acknowledged that OpenAI’s rollout had been mishandled and appeared “opportunistic” or “sloppy,” according to Computerworld. OpenAI subsequently emphasized or revised its stated safeguards.

Computerworld additionally reported that OpenAI revised its position to extend the domestic-surveillance prohibition to commercially acquired data such as geolocation and browsing history, and that agencies such as the National Security Agency were outside the contract’s scope. Those are reported terms of an updated company statement or agreement, not facts independently verified here against the underlying document. OpenAI’s public site is openai.com.
Kalinowski’s statements support a narrower interpretation than “she opposed military AI.” She said national-security applications can be legitimate while objecting to an announcement made before the boundaries had been settled.
Why critics still question the safeguards
The central issue is enforceability. A prohibition has practical force only if its definitions, controls, monitoring and remedies are clear inside classified deployments.
Scope and definitions
It is important to know which agencies, systems, datasets and contractors are covered. “Domestic surveillance” can involve a model analyzing data that a government already possesses, including commercially purchased location or browsing records, even when the vendor did not collect that data. A system that supports targeting analysis is not necessarily an autonomous weapon, but the boundary between assistance and operational decision-making needs to be explicit.

Meaningful human authorization
“Human authorization” could mean an informed operator can review, reject and stop an action, or it could become a formal approval step after an automated system has effectively made the decision. The available reports do not explain which standard applies.
Audits and remedies
Key unanswered questions include whether restrictions are contractual, technical, procedural or a combination; who can inspect classified use; whether OpenAI receives audit rights; how violations are reported; and what remedy follows a breach. The Electronic Frontier Foundation has argued that secret agreements and technical assurances alone are insufficient restraints on surveillance agencies. Downstream use

Kalinowski’s departure is significant inside OpenAI because she led a high-profile hardware and robotics effort. But the available reporting does not show that the Pentagon agreement involved a physical robot, that OpenAI’s robotics team was assigned to a defense project, or that the program was delayed or reorganized.

No cited source establishes a successor, additional executive resignations or an operational shutdown. The apparent disconnect is therefore important: a robotics leader resigned over a company-wide defense-governance decision, not over a disclosed robotics deployment.
Employee and industry reaction
Reports describe an open letter from employees at OpenAI and Google supporting restrictions on mass surveillance and autonomous weapons. One account refers to “hundreds” of employees; another cites more than 330 signatories. Those figures may concern different versions or counting methods and should not be combined as one definitive total.
Anthropic’s refusal and the Pentagon’s response illustrate a broader procurement problem: if one supplier rejects disputed terms while another accepts them, safeguards may depend on vendor-specific negotiations rather than an industry-wide baseline. The available material does not establish that the episode caused measurable enterprise customer churn.

- Definitions: How are surveillance, targeting, autonomy and human authorization defined?
- Enforcement: Are the limits binding contract clauses, technical restrictions, operating procedures, or statements that can be changed unilaterally?
- Oversight: Who audits compliance, including in classified environments?
- Incident response: Must the vendor disclose violations, and can customers receive notice when government commitments affect service behavior?
- Change control: Can either party expand the agreement or reinterpret its restrictions without customer notification?
