e-Shram is the Ministry of Labour & Employment’s National Database of Unorganised Workers (NDUW). Registering gives a worker a 12-digit Universal Account Number (UAN) and places their details in a central government database that is meant to help deliver social-security and welfare schemes. Registration is free and is not itself a cash benefit. It does not automatically make you eligible for every scheme listed on the portal, and each scheme applies its own rules.
What e-Shram is and when it started
The Ministry launched e-Shram on 26 August 2021 to build a national record of unorganised workers. The database covers home-based workers, self-employed workers and wage workers, along with migrant, construction, gig and platform workers. The fields it records include occupation, address, education and skills. The Ministry’s e-Shram portal and its objectives page describe the stated goals: sharing data with government bodies so schemes can be delivered more efficiently, and supporting portability for migrant and construction workers.
These are programme objectives, not guaranteed outcomes for every registrant. The Ministry presents e-Shram as a national database; whether it is the first centralised database of its kind in India is a claim the official sources in this guide do not establish, so this article does not rely on it.
The e-Shram One-Stop Solution
On 21 October 2024 the Ministry launched the e-Shram One-Stop Solution. It is an integrated access point where registered workers can see participating schemes and review the benefits they have availed. The current e-Shram FAQ groups the listed schemes under food security, pension, employment, housing, insurance, health, skilling and other categories, and says more schemes may be added in phases.

Seeing a scheme on the portal is not the same as being enrolled in it. Each programme still has its own eligibility test, application process and, where relevant, contribution requirements.
Who can register
Based on the Ministry’s objectives page and FAQ, a registrant must:
- be an unorganised worker, meaning a home-based, self-employed or wage worker in the unorganised sector, including certain workers who sit outside the covered contribution systems;
- be aged 16 or above, according to the objectives page;
- not be a member of EPFO, ESIC or government-funded NPS;
- not be an income-tax payee, as the FAQ states.
The age condition needs checking
The official FAQ is not consistent on age. One FAQ answer says 16 or above, while another gives the range 16 to 59. The objectives page says 16 or above. The FAQ’s exclusion criteria are also worded differently across its pages. Before you rely on any upper age limit, check the live registration flow on the official portal, which is the authoritative place for the current rule. If the flow and the FAQ still disagree, use the helpline described below.
How to register
The FAQ lists two basic requirements: an Aadhaar number and an Aadhaar-linked mobile number. Registration can be done in two ways.

Go to the official e-Shram portal at eshram.gov.in and use the registration option there. Enter your Aadhaar details and the mobile number linked to your Aadhaar. The Ministry’s help page links to self-registration, profile updates and a Common Service Centre (CSC) locator.
Route 2: Assisted registration at a CSC or State Seva Kendra
If you do not have an Aadhaar-linked phone, the FAQ says you can use biometric authentication at a Common Service Centre (CSC) or State Seva Kendra (SSK). Staff there complete registration for you. The CSC locator is linked from the Ministry’s help page.

Do not pay a third party to register. The official portal and the assisted route are the two channels the Ministry describes.
What to have ready
- Your Aadhaar number
- Access to the mobile number linked to your Aadhaar, or your Aadhaar biometrics if you are going to a CSC or SSK
- Your occupation, address, education and skill details, since these are the fields the database holds
The FAQ says the e-Shram card does not expire, and it recommends keeping your details current, particularly if your occupation, address or contact number changes.

The UAN is your identifier in the database. The stated purpose of registration is to make it easier to deliver social-security and welfare benefits to you. The official FAQ does not say that registering pays any money. Any benefit depends on meeting the conditions of the specific scheme.

The FAQ lists schemes connected to the One-Stop Solution, including One Nation One Ration Card, PM-SYM, MGNREGA, PMAY-G, National Career Service, Skill India Digital Hub, NSAP, PMJJBY, PMSBY, Ayushman Bharat PM-JAY, PM SVANidhi, PMAY-U, PMMSY and others. Treat this as a list of schemes you can find through the portal. It is not a list of schemes you are enrolled in or entitled to.
Take PM-SYM as an example. It is a separate voluntary, contributory pension scheme. According to the Ministry’s social security and welfare schemes page, contributions vary by the age at which you join, and the Central Government adds a matching contribution. Eligible beneficiaries then receive an assured pension after age 60:
After attaining the age of 60 yrs, beneficiaries are entitled to receive monthly assured pension of Rs.3000/-.

Scale of registration
The Press Information Bureau release dated 3 August 2026 gives the total registrations as over 31.82 crore, described as the figure “till date.” This is a dated official count from that release, not a live figure, so cite it with its date. For current numbers, check the official portal or the release itself at PIB press release PRID 2293889.
Getting help and raising a grievance
- National helpdesk: 14434, as listed in the e-Shram FAQ.
- Grievances: If you cannot connect to the portal or have an unresolved issue, the FAQ says you can submit a query or grievance through the official grievance portal linked from the FAQ.
- In-person help: CSCs and SSKs can assist with registration, as described above.
