It protects against qualifying declines in weaning weights and revenue, rather than insuring cows or covering calves through a backgrounding period. USDA announced WCRP for the 2024 crop year; later changes apply from 2025, so producers should confirm current terms, county availability, deadlines, and prices with an authorized crop insurance agent.
What WCRP covers
WCRP is an Actual Production History (APH) insurance option designed for cow-calf operations. Its protection runs from birth through weaning and combines yield and price protection. RMA calculates coverage using average weaning weight per calf; projected and harvest prices are based on CME Feeder Cattle futures and adjusted for calf weight through a price slide. WCRP is distinct from other livestock insurance products. RMA describes Livestock Risk Protection (LRP) as protection against price declines and Livestock Gross Margin (LGM) as protection against loss of gross margin. WCRP instead addresses weaning-weight/yield and revenue risk for qualifying calves. RMA’s livestock-plan overview describes these products.
Where is WCRP available?
RMA’s current livestock-plan overview identifies Colorado, Nebraska, South Dakota, and Texas as WCRP states. County eligibility can affect availability, so confirm the specific county and crop-year materials before relying on statewide coverage information. Who and what is eligible?
RMA’s FAQ states that only spring-born beef calves were insurable for the 2024 commodity year, and that calves had to be born on the producer’s operation. Purchased calves and the cows themselves were not eligible under that FAQ guidance. Because those eligibility details are explicitly tied to 2024, producers should verify current-year policy provisions rather than assuming they remain unchanged. Read RMA’s WCRP FAQ.
RMA’s FAQ also says coverage ends at the earliest applicable event: weaning, sale, use for another purpose such as backgrounding, or the end of the insurance period. It does not continue through backgrounding. Confirm reporting and notice duties in the current policy documents, especially if calves will be moved, weaned, or backgrounded. RMA’s FAQ sets out the stated coverage-end events.

Plans, coverage levels, and purchase deadline
RMA’s FAQ lists three plans: Yield Protection, Revenue Protection, and Revenue Protection with Harvest Price Exclusion. The FAQ gives a coverage range of 50% to 85%, in five-percentage-point increments. These are program parameters, not a guarantee of any particular indemnity or producer outcome. See the WCRP FAQ.
For spring-born calves, the FAQ identifies January 31 as the sales closing date. This date is stated in the FAQ and should not be treated as a universal deadline for every crop year or circumstance; check the applicable crop-year policy and actuarial materials with an agent.

What changed after the 2024 launch?
USDA announced WCRP on September 29, 2023, for the 2024 crop year. Changes approved by the Federal Crop Insurance Corporation on August 22, 2024, apply to 2025 and succeeding crop years. RMA’s November 26, 2024 bulletin describes these changes:
- The calving period was extended from 60 days to 90 days.
- The projected-price discovery period end date moved from January 15 to January 14.
- Policy language clarified that one county should be listed per application.
- Notice and reporting requirements were clarified for backgrounding, moving, and weaning calves.
- The deadline for insurers to complete the Pre-Acceptance Inspection Report was extended from 30 to 60 days.

How WCRP coordinates with other federal coverage
RMA says WCRP may be used alongside Whole-Farm Revenue Protection (WFRP) if the producer meets WFRP eligibility requirements. The FAQ says the Supplemental Coverage Option (SCO) does not apply to WCRP. Ask an agent to assess how a WCRP policy fits with the operation’s other insurance and eligibility. RMA’s FAQ addresses these interactions.
What to confirm before buying
- Whether the producer’s county and calves qualify under the current crop-year provisions.
- The applicable sales closing date, projected and harvest prices, coverage level, premium, and policy elections.
- Required production records and any inspection, notice, or reporting requirements.
- How a planned sale, move, weaning, or alternative use affects the insurance period.
- Whether WFRP or other coverage is part of the operation’s insurance plan.
RMA directs producers to a crop insurance agent for a quote or purchase. Its WCRP resources page links to policy provisions, price provisions, handbooks, the fact sheet, and the FAQ. A livestock scale may help an operation collect calf-weight data, but RMA does not require or endorse a particular scale.
