In April 2025, Walmart reportedly restored a $6.99 minimum basket fee on certain grocery pickup and delivery orders under $35 for customers using EBT and other qualifying assistance through Walmart+ Assist. Walmart said the fee was unrelated to tariffs, but that statement is the company’s position—not independent proof of why it made the change. The available reporting does not establish whether the same fee applies to eligible orders today.
What Walmart’s restored basket fee covered
Reuters reported on April 30, 2025, that Walmart was reinstating a $6.99 minimum basket fee when an eligible grocery pickup or delivery order fell below $35. The reported customers were people paying with EBT or using other qualifying government assistance through Walmart+ Assist, Walmart’s discounted membership program for eligible customers. The policy was described as a return to the standard minimum-order fee after a pandemic-era waiver. Reuters report republished by Investing.com.
That scope matters: the report did not say the fee applied to every Walmart order or every customer. In this context, EBT is the payment method mentioned in the report; SNAP and other qualifying assistance describe the benefit-program context.
What Walmart said about a tariff connection
A May 9, 2025 account of Mashable’s reporting said Walmart denied that the basket fee had anything to do with tariffs and characterized minimum-basket fees as standard practice among comparable retailers. The distinction is important because the two charges describe different things. The basket fee was an order-level charge reported for eligible orders below a spending threshold. Tariffs are import duties that can affect the cost of goods. Walmart’s quarterly filing for the period reported in August 2026 discusses tariff uncertainty and business responses to cost increases, but does not say tariffs caused the 2025 basket-fee change. Timeline: the fee report and later tariff coverage
- April 30, 2025: Reuters reported the $6.99 fee for qualifying grocery pickup and delivery orders below $35.
- May 9, 2025: A contemporaneous account of Mashable’s reporting carried Walmart’s denial of a tariff connection.
- August 28, 2026: Walmart’s quarterly filing discussed tariff refunds and uncertainty, but not the basket fee.

Is the $6.99 fee still in effect?
The cited reports establish a historical policy change, not a universal checkout rule for October 2026. They do not document every subsequent revision or current eligibility condition. If you are placing an order, check the fee and minimum-order terms shown in your current checkout before submitting it.

Walmart’s help page describes import duties and fees for certain international orders. Those are separate from the reported domestic grocery basket fee. The help page says customers contacted after purchase about import charges should contact Walmart customer care before paying a carrier or seller. Walmart help: import fees.
