The advertisement described recruitment by selection, not simply a conventional UPSC competitive examination. Applications were to be submitted through UPSC’s Online Recruitment Application website. Under the notice’s general application instructions, the fee was ₹25; women, SC, ST and PwBD candidates were exempt. Those are historical terms for this closed recruitment, not current application instructions or a current fee.

The general instructions said that when a recruitment test is used, UPSC generally gives test marks a 75% weight and interview marks a 25% weight in final merit. UPSC subsequently issued a recruitment-test instruction document for these Assistant Programmer posts. It cautioned that admission to the test remained provisional pending verification of original eligibility documents: “The candidate must note that his/her admission to the Test is strictly ‘Provisional’.”
