What the TICKET Act Would Change About Event Ticket Prices—and Its Status

The TICKET Act would show ticket buyers the all-in price earlier, but House passage has not made its proposed rules federal law.

The TICKET Act would require ticket sellers to show the full price, including fees, when they first display a ticket and throughout checkout. The House passed versions of the bill in 2024 and 2025, but the latest cited action is its placement on the Senate calendar on September 16, 2025. House passage alone did not make it law or put its pricing rules into effect.

What is the TICKET Act?

The TICKET Act is federal legislation aimed at ticket sales and event-ticketing practices. Its central pricing proposal is to make the total cost visible earlier, rather than showing a lower stated price first and revealing additional fees later. The bill also addresses speculative ticket listings, deceptive ticket websites and marketing, refunds for canceled events, replacement tickets for postponed events, and an FTC report on enforcement of the BOTS Act.

Did the House pass the TICKET Act?

Yes. The House passed H.R. 3950 during the 118th Congress in 2024. A successor bill, H.R. 1402, passed the House during the 119th Congress in 2025. These are separate bills from separate Congresses, not two references to the same bill number.

Will ticket prices include fees up front?

If the 2025 House-passed text became law, ticket issuers, secondary-market issuers, and exchanges would have to display the total ticket price wherever they advertise or offer a ticket at a stated price. They would also have to show that total when a ticket is first presented to a buyer and keep disclosing it during the purchase process. Before checkout is complete, the buyer would receive an itemized base price and fee list. H.R. 1402 text.

In practical terms, the proposal is designed to make the all-in amount easier to see before a buyer commits, while still separating the base price from fees in the itemization. The bill does not, by House passage alone, require sellers to change their current displays.

Is the TICKET Act law yet?

House passage is one step in the legislative process, not enactment. The cited federal record shows H.R. 1402 on the Senate calendar as of September 16, 2025, and does not establish that it became law. Accordingly, the proposed federal pricing duties should not be described as current requirements under the TICKET Act.

The 2025 text would make its requirements effective 180 days after enactment. That clock would begin only if the bill were enacted; it does not start on the date of House passage or Senate calendar placement. H.R. 1402 text.

What else would the bill address?

Beyond all-in pricing, the 2025 text includes provisions concerning:

  • Speculative ticket sales by sellers that lack actual or constructive possession of the tickets.
  • Deceptive ticket websites and marketing.
  • Refunds when events are canceled and buyer-approved replacement tickets when events are postponed.
  • An FTC report on enforcement of the BOTS Act.

These provisions are part of the same proposed legislation, but they do not change its present status: the cited record does not establish enactment. H.R. 1402 provisions.
