Is a shutdown-related surge happening now?
No official information cited here identifies a shutdown-related surge as a current risk on October 8, 2026. The FAA and DOT said the emergency flight-reduction order imposed during the 2025 shutdown would end at 6 a.m. on November 17, 2025, allowing normal National Airspace System operations to resume. How could a future shutdown affect flights?
The mechanism is operational, not automatic: if staffing shortages limit the capacity of FAA facilities, the agency can slow traffic into affected airports to keep operations safe. That traffic management can contribute to delays, but it does not mean every delay or cancellation during a shutdown is caused by staffing. During the funding lapse from October 1 through November 12, 2025, a Congressional Research Service account in a House hearing record described more than 11,000 FAA employees as furloughed and more than 33,000 as required to work without compensation. What the 2025 staffing figures do—and do not—show
The FAA reported 81 staffing triggers on November 8, 2025, followed by six on November 14, eight on November 15 and one on November 16. The agency said the trend aligned with staffing conditions before the shutdown. On November 16, 2025, the FAA said its decision to rescind the emergency order followed a review of safety trends and a decline in staffing-trigger events. FAA Administrator Bryan Bedford said the decision reflected a “steady decline in staffing concerns across the NAS” and would allow a return to normal operations. That was the agency’s explanation for ending the 2025 order, not a prediction for a later funding lapse. How to check your flight before leaving
- Check your airline’s flight-status channel. Use the airline’s app, website or customer-service channel for the latest information about your particular flight.
- Check FAA airport status at both ends of your trip. FAA status gives a broader picture of conditions at the origin and destination, but it may not explain what is happening to your individual flight.
- If the itinerary changes, contact the airline promptly. Ask what rebooking or other choices are available, and keep the airline’s notices and your booking records.
- Before accepting a voucher, consider whether you want a refund instead. DOT’s rules may entitle you to a refund if you decline travel or compensation in a qualifying case.

When a cancellation or schedule change can qualify for a refund
DOT says you are entitled to a refund if the airline cancels your flight and you do not travel or accept offered travel credits, vouchers or other compensation. The reason for the cancellation does not change that entitlement. A significant delay or itinerary change may also qualify if you decline to travel or accept compensation. DOT refund guidance
DOT identifies significant changes that include:
- A domestic flight arriving at least three hours later than originally scheduled.
- An international flight arriving at least six hours later than originally scheduled.
- Certain earlier departures, a changed origin or destination, or an added connection.
- Specified changes that affect passengers with disabilities.
For qualifying cases involving a ticket bought directly from an airline, DOT describes automatic refunds when a passenger rejects a changed or rebooked itinerary or compensation. The stated deadlines are seven business days for credit-card payments and 20 business days for cash payments in the circumstances described by DOT. The exact procedure can depend on how and where you bought the ticket, so consult DOT’s current refund guidance for your situation. DOT refund guidance
