The U.S. announced four charges against Kai West, whom prosecutors identify as IntelBroker, and said it was seeking his extradition from France. The cited sources do not establish a later outcome.

The U.S. Department of Justice announced on June 25, 2025, that British national Kai West had been charged in connection with alleged cyberattacks and data sales, and that the United States was seeking his extradition from France. Prosecutors identify West with the online aliases “IntelBroker” and “Kyle Northern.” The announcement describes charges and allegations—not a conviction—and the sources cited here do not establish what happened in the case after June 2025.

Who is IntelBroker?

The defendant named in the U.S. announcement is Kai West, a British national. Prosecutors associate him with the online identities “IntelBroker” and “Kyle Northern.” The U.S. Attorney’s Office for the Southern District of New York announced that an indictment and complaint against West had been unsealed on June 25, 2025. The Justice Department announcement and Reuters’ report that day describe the same charging announcement.

What does the U.S. accuse him of?

According to prosecutors, West and alleged co-conspirators accessed victims’ computer systems, stole data, and offered it for sale or distribution online. The Justice Department said the alleged victims included a U.S.-based telecommunications provider, a municipal healthcare provider, an internet service provider, and more than 40 other victims. These are allegations in the government’s case, not established findings.

The Justice Department attributed at least $25 million in losses to West and alleged co-conspirators. It also said they sought to collect at least approximately $2 million by selling stolen data. Those are separate measures: the first is an attributed loss figure, while the second concerns alleged proceeds sought from data sales. The DOJ announcement provides the figures and its account of the alleged scheme.

What prosecutors say about online posts

For the period from January 2023 through February 2025, DOJ described approximately 158 forum posts associated with West: about 41 offered data for sale and about 117 offered it for free or in exchange for forum credits. DOJ also said approximately 16 posts listed asking prices totaling at least $2,467,000, while 25 invited private price negotiations. These counts and amounts are the government’s account. The total of specified asking prices is not the same as the separate figure of at least approximately $2 million that prosecutors said was sought from data sales. DOJ’s release sets out these post figures.

What charges were announced?

The indictment and complaint announced by DOJ set out four charges. The maximum terms listed by the department are statutory maximums, not a prediction of what sentence West might receive if convicted.

The listed maximums do not establish guilt, determine whether terms would run concurrently or consecutively, or say what sentence would follow any conviction. The announcement concerns charges, and the case’s outcome is not established by the sources cited here. DOJ lists the charges and their maximum potential prison terms.

Was the U.S. seeking extradition from France?

Yes. DOJ said West was arrested in France in February 2025 and that, as of its June 25, 2025 announcement, the United States was seeking his extradition. Reuters reported that procedural posture on the same date. The cited sources do not establish whether France later ruled on the request, whether West was surrendered, or how the U.S. case proceeded afterward. Accordingly, the June 2025 extradition request should not be treated as a current status update.

General UK extradition guidance is not a basis for predicting what France would do with a U.S. request. The Crown Prosecution Service describes UK procedure, including considerations that can include dual criminality, human rights, and, in specified cases, the forum bar; that guidance does not explain the French process or resolve West’s case. Does the charge mean West has been found guilty?

No. A charge is an accusation, not a conviction. The Justice Department announcement states: “The charges contained in the Indictment and Complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.” That presumption applies while the allegations are unresolved.
