Agriculture.com reported the more precise figure, 317,619 approved positions; USDA’s Economic Research Service (ERS) rounded it to about 317,000. Certification and visa issuance are different steps, so the two counts should not be treated as interchangeable.
What did the 317,000 figure count?
It counted H-2A job positions certified by DOL for temporary agricultural work during fiscal year 2021. The Agriculture.com report, citing Farmworker Justice, gave the total as 317,619, up 15% from FY 2020. ERS later described the total as around 317,000 certified temporary jobs.
A certified position is an approved job opportunity, not a unique worker. The figure does not establish how many distinct people entered the United States, and it should not be presented as a count of visas issued.
How are H-2A certifications different from visas?
Certification and visa issuance measure separate stages. A job position may be certified, but a certification does not itself mean a visa was issued or that a worker entered the country. ERS reported that about 80% of FY 2021 certified jobs resulted in visas issued. That proportion concerns jobs and visa issuance; it is not a count of unique people admitted.

When reading H-2A statistics, check which measure is being reported:
- Positions requested: jobs employers asked to fill.
- Positions certified: jobs DOL approved under the program.
- Visas issued: visas granted after the certification stage.
These measures can differ. Comparing a request total in one year with visas issued in another does not show a like-for-like change in program participation.

How much did the program grow, and where?
ERS reported that the number of H-2A jobs certified in FY 2021 was more than six times the 2005 level. Florida, Georgia, Washington, California, North Carolina, and Louisiana together accounted for about half of certified jobs in 2021.
ERS attributes the program’s expansion in part to domestic workers finding jobs outside agriculture and to a decline in newly arrived immigrants seeking U.S. farm work. Those are factors ERS identifies, not an exhaustive explanation of every employer’s use of the program.

What do newer H-2A figures show?
DOL reported that employers requested 415,496 H-2A positions in FY 2025, a record level of requests. This is a request total, not a count of positions certified or visas issued. DOL’s performance portal lists FY 2025 disclosure files, but the available figures cited here do not establish a final FY 2025 certification total.
The 2021 and 2025 figures therefore describe different stages: 317,619 positions certified in FY 2021 versus 415,496 positions requested in FY 2025. The higher request figure cannot be used to claim that certifications or visa issuance reached the same total.

What protections and obligations apply to H-2A work?
DOL describes the H-2A framework as including requirements and protections concerning wages and working conditions. Its Farmworker Protection Final Rule summary lists measures intended to support workers’ ability to advocate about working conditions, improve employer accountability and recruitment transparency, require seat belts in most vehicles used to transport workers, and strengthen enforcement.
DOL also says H-2A employers must provide workers a written work contract, often the certified job order, in a language the worker understands, as necessary or reasonable. These are stated requirements and protections; their existence alone does not establish that every employer complies in practice.
