What the September announcement actually says
On September 27, 2026, the White House released the U.S.–China Board of Trade’s “30-FOR-30” product lists. Two days earlier, a White House fact sheet said the countries had reached consensus on recommendations covering $30 billion of non-sensitive goods in each direction. The release describes recommendations for reciprocal treatment and says each country will consider the listed goods “consistent with their respective domestic laws and processes.” That is a limited trade thaw, not a general repeal of tariffs on Chinese or U.S. goods.

President Trump and President Xi established the Board of Trade during Trump’s May 2026 visit to Beijing, according to the Office of the U.S. Trade Representative (USTR). The September recommendations followed Xi’s visit to Washington. USTR describes the board as a way to manage trade in non-sensitive products. Ambassador Jamieson Greer said the goods “could benefit from more favorable tariff treatment in the future”—language that likewise describes potential future treatment, rather than completed rate changes. The USTR’s tariff-actions index tracks earlier steps, including 2025 tariff modifications and the November 2025 economic and trade arrangement, as well as later China trade discussions. It is a chronology of actions, not a product-by-product tariff schedule, and does not by itself show the rate an importer owes today.

What the announcement does not settle
- Effective dates and final rates: The cited September pages do not give a confirmed implementation date or final rate for every listed item. Each country must act through its own domestic procedures.
- Other tariffs: The recommendations cover selected goods; they do not establish that other tariffs or trade measures have ended.
- Critical-mineral supply chains: The White House said work continued on supply-chain shortages, with a goal of restoring shipments to appropriate levels. It did not describe the issue as fully resolved. White House statement

For consumers, the announcement alone does not show whether or when a particular retail price will change. It states the value of goods under consideration, not expected savings passed through to shoppers.
