PVR’s Rs 1 Lakh Ad-Delay Order Was Stayed by Karnataka High Court

A Bengaluru district commission ordered PVR to pay Rs 1 lakh in punitive damages over ads that allegedly delayed a Sam Bahadur screening, but the Karnataka High Court later stayed the order on an interim basis.

A Bengaluru district consumer commission directed PVR Cinemas and PVR Inox Ltd. to pay Rs 1 lakh in punitive damages after a complaint about advertisements delaying a *Sam Bahadur* screening. It also ordered Rs 20,000 in compensation and Rs 8,000 in costs. But the Karnataka High Court later stayed the district commission’s order on an interim basis, so the Rs 1 lakh award should not be described as a final, currently enforceable penalty.

What the district commission ordered

In an order dated February 15, 2025, the Bengaluru Urban District Consumer Disputes Redressal Commission partly allowed Complaint No. 14/2024, brought by Abhishek M.R. The order directed PVR Cinemas and PVR Inox Ltd. to:

  • Pay Rs 1 lakh in punitive damages to the Consumer Welfare Fund.
  • Pay the complainant Rs 20,000 for mental agony and inconvenience.
  • Pay the complainant Rs 8,000 in litigation costs.
  • State the actual movie start time on tickets and not show advertisements beyond the scheduled show time.

The commission’s order treated the time printed on the ticket as the time the film should begin and found that advertisements shown after that time were unfair in the circumstances of this case. Those are findings and directions in a district commission order, not a confirmed nationwide rule.

Why the complaint was filed

The complaint concerned three tickets for a *Sam Bahadur* screening scheduled for 4:05 p.m. on December 26, 2023. The complainant said advertisements and trailers continued after the listed time and that the feature began at about 4:30 p.m. The district commission partly allowed the complaint against the cinema companies and dismissed it against BookMyShow, the ticketing platform.

The order expressed the importance it placed on punctuality: “In the new era, time is considered as money, each one’s time is very precious, no one has right to gain benefit out of others time and money.” The statement is from the Bengaluru district commission’s order; no individual speaker is identified.

What the High Court stay means

In March 2025, the Karnataka High Court stayed the district commission’s order on an interim basis. Contemporaneous reports said the stay was initially in place until March 27, 2025, and reported the High Court’s concern that the district forum’s directions appeared to exceed its jurisdiction.

An interim stay is a procedural development, not a final decision on the merits. The final appellate disposition is not established by the records cited here as of October 8, 2026. The safe conclusion is that the district commission issued the award and directions, and the High Court subsequently stayed them on an interim basis; the district order should not be presented as an unqualified final outcome.

What this case does—and does not—establish

The case concerns a specific screening, complaint, and district commission order. It does not by itself establish that every cinema must begin a film exactly at the ticketed time under a final nationwide ruling, nor does it settle the legal status of this award after the High Court proceedings.
