To get a personal PayPal Debit Card in the United States, apply through PayPal. If approved, you can use the digital card immediately; request a physical card in the PayPal app by opening your PayPal balance, selecting PayPal Debit Card, and tapping Request a physical card. PayPal says the physical-card request is free.
Who can apply for the personal PayPal Debit Card?
PayPal’s US help page says applicants need an active personal PayPal account in good standing, a confirmed US street address, date of birth, and Social Security number (SSN). The personal PayPal Debit Mastercard is available only in the US. PayPal says it can approve only one account associated with an applicant’s SSN, so resolve any multiple-account issue before applying through the account you actively use. PayPal’s eligibility and card information and its card-issuance help page explain these limits.

How to apply and request the physical card

Apply for the personal PayPal Debit Card through PayPal and complete the prompts. PayPal will determine whether you are approved.

After approval, use the digital card, which PayPal says is available instantly.

- To access your card information safely, type the complete website address shown on your Gift Card (MyGift.GiftCardMall.com) directly into your browser's address bar. Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
- Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.

To request a physical card, open the PayPal app, tap your PayPal balance, select PayPal Debit Card, then tap Request a physical card. Follow the current app prompts if the labels or screens differ.
PayPal says there is no fee to open the personal card or to pay with it online or in stores within the US. That does not mean every transaction is free: ATM, international, and other transaction terms have separate conditions. The card is linked to your PayPal balance, so you need money available there to spend. PayPal says the card is issued by The Bancorp Bank, N.A., pursuant to a Mastercard license. Business card applications are a different process
If you have a PayPal Business or PayPal Balance account, PayPal has a separate application path for its PayPal Business Debit Mastercard. Its stated requirements include an active account in good standing, a confirmed physical street address (not a P.O. Box), SSN, and date of birth. PayPal says an approved business-card user can use the digital card immediately and should receive the physical card within 10 business days; those details apply to the business card, not the personal-card process. PayPal’s business-card application information has the relevant steps.
Replacing a lost, stolen, damaged, or expired card
For a lost, stolen, or damaged personal PayPal Debit Card, use card management in PayPal to report the problem and request a new card. PayPal says the physical card stops working once you report it. For an expired card, PayPal says it automatically sends a replacement to your confirmed address. PayPal’s replacement-card instructions explain the process.

- Double check if the URL/website is genuine before entering card details online. Do not provide any gift card details (example: claim code) to someone you do not know or trust. There are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- If you believe that your Card has been lost or stolen, notify Mastercard immediately by calling 1-833-791-7288. You will be asked to provide the Gift Card number and other identifying information.
- Use your Mastercard Gift Card in the U.S. everywhere Mastercard debit cards are accepted, including online. Your Amazon.com Balance cannot be used to purchase Mastercard gift cards.
If PayPal does not issue the card
PayPal says a denied applicant can reapply after 30 days. Before trying again, check that your account is in good standing, your US street address is confirmed, and you are applying from the account associated with your SSN. PayPal’s card-issuance help page covers eligibility decisions.
