To set up a TikTok campaign, start with the business result you want, choose a matching objective, then configure the campaign, ad groups and ads in Ads Manager. Your setup choice, budget controls, creative and tracking should all support that goal. Available objectives and features can vary by account, region and campaign type, so confirm the options shown in your account before launch.
How TikTok Ads Manager campaigns are structured
A TikTok campaign has three levels, each with a different job:
- Campaign: Sets the objective and campaign-level options, including a budget strategy if you use one.
- Ad group: Organizes delivery settings such as audience targeting, placements, schedule, budget, bidding and optimization.
- Ad: Contains the creative and destination details, such as the image or video, ad text, call to action and landing page.
This separation matters when planning: campaign settings define the broad outcome, ad groups control how delivery is organized, and ads present the message people see. TikTok’s campaign setup guide describes the workflow and notes that you can save a draft and review settings before delivery. Interface labels may change.
Which TikTok campaign objective should you choose?
Choose the objective according to the action or result you want from the campaign—not simply the metric that looks easiest to improve. TikTok groups objectives under awareness, consideration and conversion. For example, Traffic is a consideration objective for attracting website visitors.

Before building the campaign, write down the intended result in plain language: awareness, visits, leads, sales or app promotion. Then select a supported objective that matches it. The choices available can depend on the campaign setup route and account, so check the live objective list rather than assuming every option will appear. How to set up a TikTok ad campaign
- Define the outcome. Decide what action or business result you want the campaign to support.
- Choose the objective. Select an available objective that aligns with that outcome.
- Select a setup route. Use Manual for more control over the standard workflow, Search when keyword-based placement in search results fits the intent, or Smart+ when you want TikTok to automate aspects of campaign creation.
- Name the campaign and set campaign-level options. TikTok’s setup guide lists an objective, campaign name and budget as required campaign elements. Choose the budget strategy that suits your plan and the options available in your account.
- Configure ad groups. Set targeting, placements, schedule, budget approach, and bidding or optimization where those controls are available. Check that the settings fit the campaign objective.
- Build the ads. Add the identity, image or video, ad text, call to action, destination page and relevant tracking.
- Review before publishing. Check the account, budget, schedule, targeting, creative, destination and tracking. Save a draft if you need to verify details before delivery.
- Monitor delivery and results. Review campaign performance in Ads Manager and make changes based on the objective and the data available in your account.
These setup routes are workflow choices, not performance rankings. Automation does not guarantee better results; choose based on the control and targeting approach you need, then verify which objectives and settings your account supports.
Manual, Search and Smart+: how the setup choices differ

TikTok documents these as distinct routes in its campaign setup guide. Pick the one that matches your need for control or search intent, not an assumed promise of stronger results.
How TikTok Search Ads work
Search Ads use keywords to reach people searching for terms related to a product or service. Keyword targeting is configured at the ad-group level, and the ad group is limited to TikTok search result placement. TikTok’s Search Ads setup page, last updated in August 2026, lists Traffic, Sales, Lead Generation and App Promotion as supported objectives; confirm that the objective and features you need are available in your account.

The Search Ads workflow also covers budget, schedule, targeting, placements and brand safety, creative, destination page and tracking. TikTok recommends budgets 20 times higher than the bid to provide adequate budget and bids. That is TikTok’s guidance, not a universal requirement or a guarantee of delivery or performance; assess it against your own budget and the current settings in Ads Manager.

What is Campaign Budget Optimization?
Campaign Budget Optimization (CBO) sets one campaign budget that is shared across its ad groups. TikTok says CBO aims to maximize budget consumption and conversion volume at campaign level. It is useful when you want budget allocation managed across multiple ad groups rather than setting each group’s budget independently.
TikTok’s August 2026 CBO help page lists Daily and Lifetime budget modes, Maximum Results and Target Cost per Result bid strategies, and Standard delivery for this workflow. It also says ad groups in a CBO campaign should share an optimization goal. TikTok’s best-practice material recommends at least three to five unique, active ad groups and two to three unique creatives per group, and says CBO does not function with only one active ad group. Treat those counts as platform implementation guidance, not a performance guarantee.

If you need tighter control of spending at each ad group, compare that preference with CBO’s shared campaign-level budget before choosing a budget approach. Current features can vary; check TikTok’s CBO help page and CBO best practices in the account context.

TikTok’s June 2026 ad setup documentation says Ads Manager supports image and video ads. The ad fields you see depend on the campaign objective and ad-group selections, so prepare assets that fit the format and campaign you have chosen. There is no established requirement for a particular phone, camera or microphone.
Before launch, check that the destination page is relevant to the ad and ready for the action you want people to take. Add relevant tracking URLs and configure TikTok Pixel or supported third-party measurement where appropriate. TikTok’s ad setup documentation covers creative, destination and tracking; its getting-started guide also describes Pixels, events, audiences, analytics and reporting among Ads Manager tools.
Check the account before spending
Account setup can affect what you can configure and when ads can run. TikTok’s May 13, 2026 getting-started guide covers registration, payment setup and verification if prompted. Check the account time zone during onboarding because some settings may be difficult to change later. If you manage multiple ad accounts, TikTok recommends Business Center for account management.

The onboarding guide describes the Dashboard, Campaign, Tools and Analytics areas. Account requirements and feature availability can vary, so use the live account as the final check. TikTok’s statement that “Over a billion people come to TikTok every day to be entertained, inspired, and shop” is TikTok for Business’s own platform claim, not an independent audience measurement.
