A map, online record, visible road, or soil survey can help you ask better questions, but none by itself guarantees buildability, legal access, clear title, or septic approval. The answers depend on the parcel, its intended use, local rules, and the terms of the transaction.
What should you look for when buying rural land?
Start with the intended use, then test the parcel against it. Land suitable for recreation may not be suitable for a house, farming, or another planned use. Before you commit, work through these checks in order.
1. Define your intended use and identify the parcel
Write down what you want to do on the land, including any structures, access, water, or waste-disposal needs. Identify the parcel by its legal description and parcel number, not just by a listing map or street address. Confirm that the records and maps you review refer to the same land.
2. Review ownership, title, boundaries, and restrictions
Review the deed and recorded documents to confirm who owns the parcel and what rights or limits affect it. Look for easements, liens, encumbrances, leases, conservation agreements, and restrictions that could affect your plans. A survey can help establish boundaries and identify improvements, utilities, encumbrances, and flood-zone information, as the EPA notes in its due-diligence guidance. A title professional and surveyor can help interpret records and parcel conditions where appropriate.

The CFPB regulation appendix states in its covered land-sale context: “A contract to buy a lot may give you possession but doesn’t give you legal title. You won’t have legal title until you receive a valid deed.” The exact legal and disclosure requirements depend on the transaction; this statement is not a substitute for advice about a particular sale.
3. Confirm legal access, not just a route you can see
A track, gate, or route shown on a map does not by itself establish a legal right to reach the property. Check recorded access easements, road agreements, and any obligations to maintain a shared road. Also determine whether the route is physically usable for your intended purposes. Have the relevant documents reviewed when access is uncertain.
4. Check land-use rules and site conditions
Ask the local planning or permitting authority how zoning, subdivision rules, permits, and other local requirements apply to your intended use. Then investigate site conditions that can affect construction, farming, or recreation, including soil, slope, water-table depth, flooding, and bedrock. These characteristics can constrain what is feasible even when a general map or listing suggests otherwise.

The USDA Natural Resources Conservation Service (NRCS) provides soil information through Web Soil Survey and recommends contacting a local USDA Service Center for more specific, localized information. NRCS says soil inventory data is available for more than 95 percent of the nation’s private lands; the agency’s cited coverage page does not state a publication year. Soil data is useful for screening and planning, not a substitute for site-specific professional assessment or local approvals. NRCS conservation planning may also provide a tailored land-use map, soil information, resource inventory, cost-benefit information, recommended practices, maintenance schedules, and engineering notes based on an owner’s goals and resource needs.

NRCS describes Land Evaluation and Site Assessment (LESA) as combining soil interpretations with local, non-soil site factors and public values; such systems should be developed at the government level where they will be used. Ask local authorities how they assess land for the proposed use.
5. Verify septic and well information where relevant
If a home or planned use depends on a septic system, request available permits, design records, and inspection information. EPA says septic suitability depends on factors including lot size, slope, soil, occupancy, state and local rules, and budget. For a home served by septic, EPA recommends inspection before purchase. A soil map or an existing system on a neighboring parcel does not establish approval for your lot.

Where a well is present or planned, ask for available records and confirm applicable requirements with the relevant local or state authority. Water rights and well rules vary by location, so do not assume that a nearby well or a listing statement establishes what you may use or install.
6. Assess environmental history and infrastructure
Consider the parcel’s prior use and your planned use when deciding whether environmental review is appropriate. Environmental professionals conduct assessments; an environmental site assessment is not automatically required for every rural-land purchase. EPA identifies ASTM E2247-23 as a standard for Phase I assessment of forestland or rural property consistent with the All Appropriate Inquiries rule.
Find out what infrastructure exists and what it would take to serve your intended use. Verify utility availability and any connection or shared-service arrangements rather than assuming service reaches the parcel. Include road, utility, maintenance, and other carrying costs in your budget alongside the purchase price.

7. Put time and access for due diligence in the contract
Use a written purchase contract that gives you a practical opportunity to review the parcel and obtain needed records, inspections, professional advice, and local answers before you become committed. Make sure the agreement addresses access for those checks and states clearly what happens if a material issue is found. Contract protections and legal requirements vary by transaction, so have a qualified local professional review terms you do not understand.

Compare each property against the same intended-use criteria, rather than ranking options by asking price alone. Record what is verified, what remains uncertain, and what it would cost or take to resolve an open question.
- Use suitability: whether local rules and site conditions appear compatible with your plans, and which approvals remain outstanding.
- Access and title: the status of ownership records, boundaries, easements, restrictions, and road rights or obligations.
- Usable land: acreage and topography that can actually serve the planned use, in light of soil, slope, water, and other constraints.
- Infrastructure and ownership costs: existing services, likely improvements, ongoing maintenance, and other costs beyond the purchase price.
- Environmental and local factors: relevant prior uses, approvals, conservation limits, and local demand that could affect use or resale.
Keep unresolved items visible in your comparison. A parcel with a lower asking price may still require more work, approvals, or expense to meet your needs.

What should sellers prepare before listing rural land?
Organize records that help a buyer understand the property and verify claims. Clear documentation can make questions easier to answer, but it does not replace the buyer’s independent checks.
- Deed, title records, legal description, parcel maps, and any survey.
- Recorded access easements, road or maintenance agreements, and other documents concerning access.
- Permits and available septic or well information, including system or design records.
- Land-use approvals, conservation agreements, leases, and known restrictions.
- Information about timber or mineral rights, including whether they are included in the sale or held separately.
Be precise about what the records establish. Distinguish a permitted or documented condition from an assumption, estimate, or feature that has not been verified. Disclosure duties vary by jurisdiction and property type; confirm local requirements with a real-estate attorney or licensed professional rather than relying on a general checklist.
How should buyers and sellers think about value and resale?
Future value is uncertain, and resale can depend on factors such as permitted use, access, infrastructure, parcel constraints, and local demand. The CFPB regulation appendix requires the following risk language in its covered lot-sale context: “The future value of any land is uncertain and dependent upon many factors. DO NOT expect all land to increase in value.” That is model or required language for a particular regulatory context, not a prediction about every rural parcel or legal advice for every transaction.
For a buyer, base a decision on documented suitability and total ownership costs rather than an expectation that land will appreciate. For a seller, avoid promising a future value or use that the records and applicable local approvals do not establish.
When should you bring in local professionals?
Get qualified help when the answer depends on legal records, physical boundaries, site conditions, environmental history, or local approvals. Depending on the parcel and transaction, that may include a title professional, surveyor, real-estate attorney, environmental professional, or local soil or land-use specialist. Local planning, permitting, and USDA Service Center staff can point you to relevant rules or land information, but parcel-specific decisions may still require professional review or formal approval.
