How the Bottled Water Boom Can Mask the Global Drinking-Water Crisis

Bottled-water sales can grow while public access remains incomplete. The distinction is between a market purchase and reliable, safely managed household service.

Bottled-water sales can surge while billions still lack safely managed drinking water because they measure different things: one tracks purchases of a commercial product; the other tracks whether people have reliable, safe household service. The United Nations University’s 2023 report argues that bottled water can draw attention and development effort toward a private workaround instead of universal public provision. It does not show that the industry alone caused water insecurity.

How can bottled water be booming while billions still lack safe drinking water?

The two trends are not contradictory. People may buy bottled water because their tap supply is unavailable, unreliable, distrusted, or unsafe—or because bottled water is the preferred option where other sources are available. Those purchases can support a fast-growing market without extending a dependable public service to households that lack one.

The latest located global household-access baseline is from the WHO/UNICEF Joint Monitoring Programme (JMP): in 2024, 2.1 billion people lacked safely managed drinking-water services, including 106 million who drank directly from untreated surface sources. “Safely managed” is a specific service measure, not simply a synonym for having no water: it distinguishes a level of household drinking-water access, as reported by the JMP. WHO/UNICEF’s 26 August 2025 summary explains the latest figures.

At the same time, global safely managed drinking-water coverage rose from 68% in 2015 to 74% in 2024. That is meaningful progress, but it leaves a large population without the service. Global averages also conceal uneven conditions across low-income countries, fragile contexts, rural areas, and other groups. The 2025 JMP report provides the household-service estimates and inequality analysis.

What the bottled-water numbers do—and do not—show

The UNU Institute for Water, Environment and Health’s 2023 report presents a historical estimate and a forecast, not a current market tally. Its report-published estimate says the bottled-water industry grew 73% from 2010 to 2020. It also projected global bottled-water sales would rise from US$270 billion to US$500 billion by 2030. The US$500 billion figure was a forecast made in 2023, not a verified 2030 result or an updated 2026 total. The same report estimated that more than one million bottles were sold worldwide per minute; that is a report-published estimate, not a continuously measured current count. UNU’s 16 March 2023 announcement describes these figures and the report behind them.

These market measures cannot be read as a count of people gaining safe access—or as proof that access is getting worse. Sales can rise alongside improved public coverage, persistent service gaps, or both. A purchase is not equivalent to a reliable household connection, and sales volume does not by itself establish why a household buys bottled water.

What UNU means by “masking” the crisis

UNU’s concern is about priorities and incentives. When bottled water becomes a prominent response to unsafe or unreliable supplies, it may normalize a private substitute for the broader public-service goal: dependable drinking water for everyone. The report reviews literature and data from 109 countries and argues that unrestricted industry expansion may distract development efforts and redirect attention toward an option that can be less reliable and less affordable for many, while remaining profitable for producers. This is an argued policy relationship, not evidence that bottled-water growth alone caused unequal access.

Why the distinction matters for household costs and safety

For an individual household, bottled water can be a practical response when tap water is not trusted or dependable. But the household purchase does not provide the same thing as a universal service, and affordability varies by place, product, and supply conditions.

UNU’s 2023 discussion reports that bottled water can cost 150 to 1,000 times the same unit of municipal tap water. This is a broad report claim, not a price ratio that applies to every country, provider, or bottle. The comparison also should not be mistaken for a claim that tap water is always safe or available: local water quality, service reliability, and regulation matter. Bottled water is not immune to contamination, either. That does not establish that it is generally less safe than tap water; it means a sealed bottle should not be treated as a universal guarantee, just as a municipal supply cannot be assumed safe in every setting. The WHO/UNICEF 2025 report’s focus on inequalities underscores why claims about safety and cost need geographic and service context. What the evidence supports

  • A genuine service gap remains: 2.1 billion people lacked safely managed drinking-water services in 2024, even as coverage improved over the prior decade.
  • The market has expanded: UNU estimated 73% industry growth from 2010 to 2020 and published a 2030 sales forecast in 2023.
  • The trends do not establish causation: the figures do not prove bottled-water sales caused the service gap, nor do they show that market growth directly measures household access.
  • The policy question is about priorities: whether reliance on a profitable private workaround diverts attention or resources from the public systems needed for universal, reliable access.
