The United States does refine copper: the U.S. Geological Survey estimates it produced 850,000 metric tons of refined copper in 2025. China’s estimated output was 14 million metric tons. The real puzzle is why the United States, despite having a slightly larger estimated reserve base, processes copper at a much smaller scale.
Reserves, mine production and refinery output are different measures
A reserve is an estimate of copper that can be economically recovered from the ground; it is not copper already mined or a measure of how much a country can process each year. Mine production measures copper content extracted during a year. Refinery production measures refined copper produced during that year.
The latest USGS comparison puts the United States ahead of China in estimated reserves, but far behind in annual mine and refinery production. All values below are thousand metric tons of copper content; 2025 production figures are USGS estimates.

Why doesn’t the U.S. refine more of its own copper?
Having copper underground does not automatically create the mines, smelters, refineries, investment, feedstock flows and operating economics needed to turn it into refined metal at scale. The figures establish a large gap between U.S. reserves and refinery output, but do not by themselves identify a single cause for the long-term difference.
USGS gives a specific near-term reason for the latest decline: U.S. refined copper output fell an estimated 9% in 2025 compared with 2024 because of planned maintenance at both primary smelters. It also reports that U.S. mine production was affected by concentrator shutdowns and lower ore grades at multiple mines. These explain recent operating conditions, not the entire structural gap with China. USGS, 2026

New U.S. facilities show refining is happening
USGS reports that domestic production began at several facilities in 2025. Their products and capacities are not interchangeable: refined copper cathode is a finished product, while blister copper is an intermediate material.

What the administration says is behind the broader weakness
A July 30, 2025 White House proclamation recounts Commerce Department findings that foreign trade practices and domestic environmental regulation weakened U.S. smelting and refining. It also states that one foreign country controls more than half of global smelting capacity and has four of the five largest refining facilities. Those are the administration’s stated rationale for trade action, not causes independently established by the USGS figures.
The proclamation describes copper as critical to infrastructure, the economy, national security and public health. The distinction matters: the available USGS data identify maintenance as a factor in the 2025 decline and document new capacity, but do not establish that regulation alone, trade practices alone or any one policy explains the structural difference. U.S. copper tariffs have changed; the product classification matters
The tariff position is date- and product-specific, not a single timeless rate. The July 30, 2025 proclamation imposed a 50% duty beginning August 1, 2025, on specified semi-finished copper and copper-intensive derivative products. It also directed Commerce to monitor domestic markets and refining capacity. Do not treat proposed future duties on refined copper in that proclamation as current law without checking later actions.
A proclamation dated April 2, 2026 changed Section 232 treatment effective April 6 for covered items: duties apply to full customs value, with 50% rates for many listed products, generally 25% for specified other items, and stated exceptions. A June 1, 2026 proclamation, with specified provisions effective June 8, adjusted some coverage and changed the threshold for treating a derivative article’s metal content as entirely U.S.-origin from 95% to 85%. The relevant HTSUS classification and annexes determine treatment; neither proclamation supports describing all copper imports as subject to one across-the-board rate. Why this matters beyond industrial output
Copper appears on the final 2025 U.S. List of Critical Minerals. The Federal Register notice says the list is dynamic and updated no less frequently than biennially. That designation signals supply-chain policy importance; it does not mean the country lacks refining capability. Federal Register, 2025
