It is also separate from Commerce’s earlier decision to take National Semiconductor Technology Center operations away from Natcast.
What happened to SMART USA?
On January 3, 2025, the U.S. Department of Commerce announced a $285 million award to SRC Manufacturing Consortium Corporation to establish SMART USA, a Manufacturing USA institute headquartered in North Carolina. The five-year initiative was designed to use digital twins—virtual models of products and production processes—across semiconductor design, manufacturing, advanced packaging, assembly, and testing. Commerce’s award announcement describes the award and mission.
IEEE Spectrum reported that Commerce notified SMART USA of the agreement’s termination on December 10, 2025, and that the institute told its 121 members on December 12. The report characterizes the action as a “termination for convenience,” a contract mechanism that does not itself establish that the recipient failed to perform. SMART USA executive director Todd Younkin said the Department acknowledged the organization had met its performance targets; that account is the institute leadership’s characterization as reported by IEEE Spectrum, not an independently verified assessment. IEEE Spectrum’s report, republished by AOL, is the source for the notice and leadership’s response.
How SMART USA differs from the Natcast dispute
SMART USA and Natcast were involved in separate federal semiconductor initiatives. SMART USA was an institute award to SRC Manufacturing Consortium Corporation. Natcast was the designated operator of the National Semiconductor Technology Center (NSTC), a different research structure.

Commerce Secretary Howard Lutnick accused Natcast of acting as a “semiconductor slush fund” in the Department’s August announcement. That is the Secretary’s political allegation, not an independently established finding in the cited material. Commerce’s announcement states the Department’s action and position.
What the termination means for semiconductor research and workers
The direct implication is that the particular federal agreement supporting SMART USA ended. Because its announced mission combined applied manufacturing research with workforce development, the termination creates uncertainty for projects and planned training tied to that agreement. The available reporting does not establish which projects continued, whether all workforce activities stopped, or how member commitments were handled. It would be inaccurate to treat those unknowns as confirmed cancellations.

The Natcast change raises a separate question about continuity at the NSTC: Commerce said NIST would take operational responsibility, but the cited sources do not quantify the resulting effect on research schedules, access, or workforce programs. The two actions therefore document disruption and a change in institutional arrangements, not a measured reduction in U.S. chip output or manufacturing capacity.
Does this mean the CHIPS Act was defunded?
No. The reported actions concern particular agreements and operating arrangements, not repeal or cancellation of the entire CHIPS and Science Act. Commerce’s 2022 implementation strategy allocated $11 billion of the program’s $50 billion to research and development initiatives, including the NSTC, advanced packaging, Manufacturing USA institutes, and NIST metrology work. Commerce’s CHIPS for America overview describes the program-level $50 billion figure; it is not a statement of funds currently unspent or available.

Commerce’s FY 2025 Agency Financial Report, published in 2026, says the CHIPS Program Office awarded $33.7 billion in direct funding from November 2024 through April 2025 and issued up to $5.5 billion in loans during that period. Those are program-wide figures, not amounts attributable to SMART USA or Natcast, and they do not show how much funding remains. The report also records the end of the Natcast agreement and transfer of operational responsibility. Commerce’s FY 2025 Agency Financial Report provides these figures.
