Why there is no substantiated richest-to-poorest ranking

How to read claims about a commissioner’s “earnings”
Questions such as “How much does Roger Goodell make?” ask about compensation, while “What is Roger Goodell’s net worth?” asks for an estimate of assets minus liabilities. One reported pay figure cannot answer both. Goodell’s extension has no compensation terms in the NFL.com report, and Pro Football Network says the NFL does not publicly disclose his current compensation.

The NFL owners’ memo quoted by NFL.com characterized Goodell’s extension as “heavily performance based,” with more than 95% of total compensation tied to his and the NFL’s performance against metrics and at the Compensation Committee’s discretion. That describes contract design, not the amount of his personal wealth.
