Andhra Pradesh’s Cabinet approved an allocation of 21.16 acres to Tata Consultancy Services (TCS) for a proposed IT campus in Visakhapatnam, at a reported token lease price of 99 paise. The project was associated with a planned investment of ₹1,370 crore and an expectation of 12,000 jobs—not confirmed spending or jobs already delivered.

The assigned headline’s 21.6 acres is a rounded or discrepant figure: both detailed contemporary reports state 21.16 acres. That more precise figure is used here.
What “99 paise” does—and does not—establish
The reports describe 99 paise as a token or symbolic lease price. They do not specify whether it applies to the entire parcel, per acre, annually, or over a stated lease period. Nor do they establish a lease duration or support describing the transaction as a sale. The figure alone therefore does not reveal the full contractual or public cost of the arrangement.

To assess the terms fully, a reader would need the signed agreement or government order, including the calculation basis, duration, reversion conditions, investment obligations and deadlines, and any infrastructure commitments.
Investment and jobs are projections, not results
The reports put the proposed investment at ₹1,370 crore and expected employment at 12,000. These are project targets or expectations attributed in the coverage, not verified totals. Where the campus is planned
The 2025 cabinet coverage places the land at Visakhapatnam IT Hill No. 3. A later local report identifies it as being in the Madhurawada IT Special Economic Zone. The Coastal Times
What later reports say about the agreement
In April 2026, The Coastal Times reported that the state had approved changes to the TCS land agreement, covering title transfer, dispute handling, subleasing, a cure period for default, and force majeure. The outlet also reported that TCS would begin interim operations at Millennium Towers in Rushikonda. These details come from one local secondary report; the underlying revised agreement, government order, or a TCS statement is not established here. They should not be treated as confirmation that the permanent campus is built or operating.

How the deal figured in a wider land-allotment debate
In February 2026, The New Indian Express reported that a Legislative Council exchange addressed land allotments at 99 paise. The report attributed to the minister a combined potential of 65,000 jobs across five companies—TCS, Cognizant, ANSR Global, Raheja, and Motherson International. That figure is not specific to TCS. A near-symbolic lease price does not, by itself, show whether a land incentive is good or bad value. A meaningful assessment would compare the contract’s obligations and safeguards with the benefits actually delivered. For this TCS proposal, the reporting cited here does not provide enough detail to assess all of those terms or verify outcomes.
